    Total chaos - at this hour, Brussels cannot answer whether the EU-USA agreement cut last year is still fully applicable. The question of refunds over previous tariffs and non-stacking principle over new ones also unclear. Trade committee meeting under way. EU ups rhetoric calling for clarity but the so-called certainty that was promised to business in exchange for a tilted deal in favor of the USA is nowhere to be seen. European split on steps forward - is this deal still a package carrying investment and energy pledges? If the legal basis of the tariffs is unconstitutional, why should it? Rarely seen this chaos
