    " Tesla (in this case) works on preliminary permits. From what I know they dont wait standartly for whole permit but instead Germany give Tesla preliminary permits for each small steps on which they build the factory. For example they still dont have permit for production of anything in this plant so thats why inside (in this public opening which those pictures and videos are taken from) were robots only moving but didnt make actualy anything because Tesla still cannot. Musk said they hope to get permit in November/December. "
