On September 24, 2026, we published an independent study on the performance of Tesla's Full Self-Driving (Supervised) system ("FSD") in traffic environments that are particularly important for the safety and comfort of pedestrians and cyclists: 30 km/h zones, residential yards and bicycle streets.
Key findings
The study shows that Tesla FSD regularly fails to comply with speed limits. In the Brussels-Capital Region, FSD exceeded the legal speed limit in 55% of the 30 km/h segments tested. In those cases, the journey speed achieved averaged 44 km/h, with even higher averages in free movement situations. According to the World Health Organization, the risk of a pedestrian dying in a collision with a vehicle at 44 km/h is almost six times higher than at 30 km/h.
The investigation also found that in the vast majority of the 30 km/h zones tested, the system showed erroneous information about the speed limit to the supervisory driver. In many cases, the vehicle correctly recognized the speed limit of 30 km/h, but then reported to the driver that the applicable limit was 50 km/h. According to the report, this behavior can mislead drivers and at the same time contribute to the speeding of the system itself. Additional tests revealed weak performance in residential areas, where FSD exceeded the 20 km/h speed limit in Belgium in 42% of the locations surveyed.
The system also showed serious shortcomings in bicycle streets, where it did not correctly recognize the applicable traffic rules and repeatedly tried to overtake cyclists, despite the fact that the Belgian road code (in contrast to the Dutch) expressly prohibits such manoeuvres. At the same time, the study also documents positive aspects of the system. During the entire test program, FSD generally handled pedestrians and cyclists with caution and courteously, often giving it a correct priority and behaving respectfully. However, the report concludes that these positive traits cannot compensate for the repeated speeding offences and failure to comply with essential traffic rules.
Report submitted to Belgian and Dutch authorities
The report was delivered on 7 September 2026 to the National Road Traffic Agency (RDW), the Dutch authority that granted the provisional European type-approval for Tesla FSD (Supervised), and to the Flemish Ministry responsible for the authorisation of the system in Belgium. It was asked to reassess the approvals granted in the light of the findings of the study. This broader publication of the report now aims to ensure that all relevant stakeholders have sufficient time to study the findings before voting on the European approval of Tesla FSD, which is currently scheduled for October 6, 2026.
