They designed Rikiya to look like this in Yakuza 3 for a reason: He represents Okinawa
He's laid back, looks friendly against his will, but he represents the Okinawan will of someone who loves his home and family. Recasting him with an IRL actor not from Okinawa is a big misfire
The point of Rikiya is to show that despite the stereotype of Okinawa being laid-back and relaxed that he looks the part. His pride and his upbringing as an Okinawan makes him more of a man and a real gangster than the backstabbing snakes at Kamurucho. That's the story
The IRL actor they recasted him comes from Nagoya from Central Japan. I don't know the complexities enough of ethnic and cultural differences to know the reasoning behind it. But it feels like erasure to replace a guy who looked like he's from Okinawa to someone who isn't
