    an experienced Iraqi academic, who listened to the poor-quality tape, said he believed it was the voice of Saddam Hussein.

    But although the TV stations said the tape was new, it contained identical passages to a tape received by the Sydney Morning Herald newspaper in May.

    The paper said it received the 15-minute tape on 5 May when it was given to their reporters in Baghdad.


    An Al-Hayat-LBC reporter said the tape had been left in an envelope at the door of his office in Baghdad.

    He said it had not been previously aired, and the other side of the tape contained songs.

    \"I appeal to you, O Iraqis, Arabs, Kurds and Turkmen, Shia or Sunni, Christians or Muslims, it is your duty to expel the aggressor invaders from our country,\" the voice on the tape said.

    Activists protest against Patriot Act II

    July 8, 2003

    San Francisco -- Proclaiming \"we don\'t need to trade our freedoms to be safe,\" several dozen activists rallied in front of the federal building Monday to voice their opposition to Patriot Act II, the expanded domestic security legislation awaiting congressional consideration.

    \"Protesters are not terrorists!\" Bob Kearney, associate director of the ACLU of Northern California, told the crowd, which included members of the ACLU, Amnesty International and the Gray Panthers.

    The Domestic Security Enhancement Act, drafted by Justice Department officials as a follow-on to the USA Patriot Act passed by Congress after the Sept. 11 terrorist attacks, would grant the government broad new powers to investigate, detain and interrogate suspected terrorists.

    Among other things, it would remove court-ordered prohibitions against police spying on domestic groups; expand the FBI\'s ability to conduct searches and surveillance without first obtaining a court order; and create a DNA database of suspected terrorists.

    RFID STRATEGY DOCS LEAKED

    Just in from Slashdot…

    A US consumer group opposing the rollout of RFID tags has grabbed a bunch of documents from an RFID industry site and mirrored them, in what it says is an attempt to expose the industry\'s intended publicity campaigns.

    The documents, published here, include publicity recommendations, consumer surveys, and slideshows discussing how to pacify consumers.

    The RFID industry site, autoidcenter.com, has already begun removing or replacing the documents discovered by CASPIAN and mirrored by Croptome.org, while the RFID Journal has complained that CASPIAN has invaded the privacy of audoidcenter.com members.


    Cryptome is, regrettably, off-air due to the slashdot effect. The documents cited by Cryptome, however, have been interpreted as evidence of a negative attitude towards consumers: they speak of a need to `pacify\' consumers when unfavourable RFID tagging news stories emerge, and look for ways to `neutralise opposition\'.

    The RFID industry has, for some time, focussed its publicity on supply chain issues and away from consumer tracking, partly because of privacy concerns (reflected in a survey in the CASPIAN documents which show 78% of consumers in America are worried that tags will invade their privacy).

    However, the industry also has to deal with considerable consumer ignorance and scare-mongering: for instance, that consumers fear the health impacts of RFID tags (presuming I guess that the microwatts the tags momentarily use to communicate are somehow more dangerous than holding a more powerful transmitter against your ear).

    WORDS OF MASS DECEPTION

    These are the words the Government used to mislead us into war on Iraq. For months before Britain and the US invaded, Tony Blair, Foreign Secretary Jack Straw and Defence Secretary Geoff Hoon insisted Saddam Hussein possessed weapons of mass destruction.

    -IN speeches to MPs, the media and politicians around the world, our leaders said Iraq posed a serious and immediate threat.

    -SINCE the war ended, ministers have vowed to prove Saddam had weapons of mass destruction.

    - BUT, more than two months on, despite tens of thousands of coalition forces and US inspectors, no evidence has been found.

    April 4, 2002: I do believe there is a real danger with weapons of mass destruction - on US NBC TV.

    May 1: Saddam Hussein is developing weapons of mass destruction, he is in breach of UN Security Council resolutions and he should come back into compliance with those - Daily Mirror.

    September 10: If we do not deal with the threat from this international outlaw and his barbaric regime, it may not erupt and engulf us this month or next; perhaps not even this year or the next. But it will at some point. And I do not want it on my conscience that we knew the threat, saw it coming and did nothing - TUC conference in Blackpool.

    September 24: The dossier...concludes that Iraq has chemical and biological weapons, that Saddam has continued to produce them, that he has existing and active military plans for the use of chemical and biological weapons, which could be activated within 45 minutes.

    We know that Saddam has been trying to buy significant quantities of uranium from Africa - House of Commons.

    November 18: I have got no doubt either that the purpose of our challenge from the UN is disarmament of weapons of mass destruction, it is not regime change - Radio Monte Carlo.

    November 30: Not only do we know that Saddam has weapons of mass destruction, we also know he is capable of using them. It is solely because of the threat he poses - and for this reason alone - that the international community has decided that Saddam must disarm or face the consequences - in an interview.

    January 13, 2003: I don\'t think the British intelligence services would be advising me this if they weren\'t doing it honestly and properly - press conference.

    Facilities formerly used for biological weapons have been rebuilt. Saddam was trying to recover mobile biological weapons facilities. Present intelligence confirms it has now got such facilities - House of Commons.

    Saddám Husajn se znovu ozval

    Katarská satelitní televize al-Džazíra v úterý přinesla další poselství svrženého iráckého vůdce Saddáma Husajna. Odvysílaný hlas z pásky vyzval všechny Araby k odporu proti \"nepřátelům\", Iráčany navíc k odmítání americké a britské okupace.

    BAGDÁD - Muž emotivním tónem apeloval zejména na soudržnost muslimů vůči \"nepřátelům Alláha a lidí\". V souvislosti s okupací Iráku oslovil konkrétně všechny velké skupiny obyvatel v zemi - Turky, Turkmeny, šíity, sunnity a křesťany, aby vytrvaly ve vzdoru a neumožnily \"obsazení země bez ztrát\". Apeloval také na větší aktivity svých spoluobčanů, konkrétně pořádání \"mírových demonstrací\", ale i \"střílení na okupanty\".
    Pravost pásky se prověřuje

    Pravost pásky doručené katarské televizi poštou se nyní ověřuje, stejně jako místo, odkud byl balíček poslán. Muž mluvící na pásce přitom rozhodně tvrdí, že je Saddám Husajn a žije stále v Iráku.

    Stejné poselství odvysílala dnes také libanonská televize LBCI, které kdosi záznam doručil do hotelu Palestina v Bagdádu, kde má nyní jedno ze svých pracovišť.

    Z tábora teroristů se vyklubala okultní komuna

    Ekologicko-náboženské komunity vyrostly na Ukrajině v posledních letech jak houby po dešti.

    Skupinu čtyřiceti osob zadržela policie o víkendu v odlehlé části Ukrajiny kvůli podezření, že provozují teroristický výcvikový tábor. Nakonec se však ukázalo, že se jedná o příslušníky okultní komuny, přiznala v úterý ukrajinská výzvědná služba SBU.

    KIJEV - SBU proti okultistům zakročila na základě obvinění člena ukrajinského parlamentu Leonida Hracha, podle něhož výcvikový tábor pro teroristy fungoval v pusté oblasti krymských hor několik týdnů. Hrach tvrdil, že v táboře měli být cvičeni čečenští povstalci, zřejmě podporovaní krymskou muslimsko-tatarskou populací.

    Policie zadržela v horské přírodní rezervaci 40 Lidí. Ti se však namísto teroristů ukázali být členy animistické spirituální komuny Ajfár. Byli mezi nimi také cizinci a nikdo z nich nebyl ozbrojen či neměl jakékoli kontakty na teroristy. Příslušníkům komuny hrozí leda pokuta za ničení přírody v rezervaci a pohyb na soukromém pozemku.

    V posledních letech vznikly na Ukrajině stovky podobných ekologických náboženských skupin. Součástí jejich obřadů bývá pálení ohňů a skupinové bohoslužby.

    Další šmírovací systém na cestě

    Chytré hlavy v Pentagonu napadla další varianta rozšíření kamerového šmírovacího systému. Systém se jmenuje CTS (Combat Zones That See) a má být určen pro ochranu armády v cizím městě. Za použití tisíců miniaturních kamer propojených bezdrátově s počítačem hodlají vyhodnocovat každé projíždějící vozidlo v každé ulici a skládat mozaiku jeho pohybu ve městě.

    Srdcem projektu CTS je nová verze software, které může registrovat nejen barvu, typ, velikost a tvar vozidla, ale také jeho poznávací značku a tváře uvnitř. Systém je vyvíjen pro použití v zámoří na územích \"osvobozených\" Američany a má prý zamezit útokům vděčných občanů na jejich posádky.

    Při vývoji systému byl kladen důraz na použití běžných prvků. Jednotlivé kamery lze běžně koupit, mívají cenu kolem 400 dolarů a jsou stavěny tak, aby je bylo možno lehce upevnit (např. přilepením) kamkoliv. Bude možno umístit jich několik v každé ulici. Jako počítač prý stačí obyčejné PC v ceně tisíce dolaru.

    Počítačové programy na rozeznávání tváří už nějakou dobu existují, zatím prý [Ilustrační foto]nemají velkou úspěšnost, nicméně na jejich zlepšení se pracuje a vládě Spojených států není líto investovat do těchto projektů miliardy. Po 11. září zažívá špionážní, odposlouchávací a šmírovací průmysl nebývalý rozkvět. Tisíce a tisíce propuštěných počítačových odborníků zde nachází uplatnění a lze právem očekávat, že taková koncentrace sil a peněz přinese brzy pozoruhodné výsledky.

    Projekt vyvíjí nechvalně známá agentura DARPA. Na rozdíl od předchozích podobných systému tento nový software bude unikátní v tom, že bude kromě identifikace automobilů (což je, mimochodem pro počítač snazší, než identifikovat lidské tváře) sledovat jejich přesný pohyb ve městě, místo výjezdu a cíl. Data budou vstupovat ze stovek a tisíců miniaturních kamer. Software bude schopno propojovat data z různých kamer k rekonstrukci cesty každého automobilu z místa A do místa B přes místo C. Ani množství aut, ani světelné či meteorologické podmínky, ani dopravní špičky nejsou žádné překážky.

    Software dokáže okamžitě rozpoznat auto, po kterém bylo vyhlášeno pátrání, a upozornit na to příslušné orgány.

    Ochránci lidských práv nesměle namítají, že tento systém lze použít i proti vlastním občanům, ale takové námitky byly odmítnuty jako neopodstatněné. Prý k tomu není systém designován a bylo by velmi drahé jej předělat.

    Myslím, že pro nikoho není těžké si představit tlaky na místní policejní sbory, aby podobné systémy instalovali např. v místech z vysokou kriminalitou. Jakmile DARPA vyvine použitelný systém a prokáže, že to jde, brzy se objeví soukromé firmy, které vyvinou podobné systémy a budou je nabízet za peníze městským policiím.

    Do konce září hodlá DARPA na tomto systému proinvestovat 3 miliony dolarů. Prvních třicet kamer má být zkušebně umístěno v okolí amerických posádek v nejmenovaném městě nejmenované země do konce roku. Ve druhé fázi bude v průběhu dvanácti hodin rozmístěna ve víceméně nepřátelském a neznámém prostředí nejméně další stovka kamer. Jde o to, dokázat, že instalace kamer je snadnou záležitostí a nevyžaduje žádnou montáž či použití nářadí.

    Darpa pracuje na dalších systémech podobného typu. Jiným jejím projektem je vývoj software, který prochází každodenní transakce a osobní záznamy všech lidí bez ohledu na to, ve které zemi žijí, a snaží se zapamatovat si pravidelnosti a upozorňovat na nepravidelnosti v chování, kteréžto podle pentagonských \"odborníků\" můžou vést k odhalení teroristů.

    Americká vláda bude brzy disponovat údaji, které jí umožní dostatečně přesně říct, kde se právě nachází kterýkoliv člověk na zemi.

    \"Je jasné,\" říká Joseph Onek z Institutu Open Society, \"že jakmile člověk vyjde na ulici, musí počítat s tím, že v každém okamžiku je někým viděn. Ale na druhé straně, něco jiného je zaznamenávat někam celý lidský život, takže bude možné přesně říct, kde byl kdo před deseti lety, a co tam dělal.\"

    27. března proběhla informační schůzka mezi agenturou Darpa a jejími potencionálními kontraktory. Mezi firmami byly např. Lockheed Martin, Raytheon a univerzita Johnse Hopkinse. Při této schůzce zástupci Darpa rozvinuli před kontraktory hypotetické scénáře, jak tento systém může pomoci policii i armádě - a to navzdory předchozím oficiálním ujištěním, že projekt není určen k policejnímu sledování občanů, ale pouze k ochraně amerických vojenských jednotek v zámoří. Darpa popsala dva scénáře. V prvním došlo k hypotetickému útoku teroristů na autobusové zastávce, v druhém k výbuchu bomby na diskotéce v Sarajevu. CTS je schopno sestavit cesty všech automobilů, které se vyskytovaly kolem místa činu posledních 24 hodin. \"I kdyby tam bylo 2000 aut,\" pravil přednášející, \"a žádné z nich by se neobjevilo na místě dvakrát, naše software bude schopno porovnat jejich cesty a najít auta se společným začátkem i koncem cest, včetně míst, kde se zastavila.\"

    V současnosti je ve světě rozmístěno asi 40 milionů kamer s uzavřeným okruhem, do roku 2005 jich má být 300 milionů. Jen v samotné Velké Británii sleduje občany na dva a půl milionu kamer. Odhaduje se, že průměrný obyvatel Londýna je fotografován asi 300 krát za den, přičemž většinou o tom neví. Pro policii, která musí tyto záznamy sledovat, je to nudná rutina, často při ní dochází ke snížení pozornosti. Darpa svým projektem automatického sledování a vyhodnocování aut opět posunula hranici soukromí v neprospěch občanů. Do problematiky sledování vnáší její poslední projekt nový, čerstvý a pro Pentagon jistě vítaný dech.

    Záminkou útoku na Irák se stalo právě obnovení údajného jaderného programu, který měl režim Saddáma Husajna v posledních letech, v rozporu se sankcemi OSN obnovit. Materiál na výrobu zbraní hormadného ničení měl Bagdád získávat pokoutně z celého světa, mimo jiné z Nigérie.

    Behind the Iraq Dossier Hoax:
    Intelligence Was Cooked in Israel

    According to media accounts, the 10 Downing Street \"dossier,\" cited favorably by U.S. Secretary of State Colin Powell in his disastrous Feb. 5 report to the United Nations Security Council, was plagiarized from an American graduate school paper, based on information more than a decade old. The scandal that erupted when the Blair dossier hoax hit the press, seriously undermined the credibility of those war party advocates of an immediate Anglo-American invasion of Iraq. As Lyndon LaRouche wrote, Powell was set up by a gang of public relations flacks who can\'t think straight.

    So far so good. But a deeper probe into the scandal reveals that there was good reason that the spin-meisters at the Coalition Information Center—the Washington-London civilian government propaganda unit that crafted both the Blair dossier and major portions of Secretary Powell\'s own lighter-than-air book of evidence—did not reveal the sources of their information. The entire cooked intelligence picture was \"Made in Israel.\" It was cooked up at a right-wing think-tank complex notorious as a hotbed of radical Likudnik propaganda, and with links to the Office of Vice President Dick Cheney, via his Chief of Staff Lewis Libby and his former client, Marc Rich.

    The essential facts are as follows: Two days before Powell\'s UN appearance, 10 Downing Street issued a 16-page paper, \"Iraq: Its Infrastructure of Concealment, Deception, and Intimidation,\" purportedly based on high-level British intelligence data. In fact, at least 11 of the 16 pages were lifted, verbatim, from an Israeli journal, Middle East Review of International Affairs, whose sole proprieter is Dr. Barry Rubin, an American-born Israeli citizen. The 11 pages were drawn from two articles, by Ibrahim al-Marashi and Robert Rabil, that appeared in the September 2002 edition of that journal.

    Al-Marashi\'s article, a profile of Iraqi intelligence, was drawn, largely, from Iraqi government documents confiscated during the 1991 Persian Gulf War. Al-Marashi, in turn, heavily footnoted his article to other, earlier stories published in Rubin\'s obscure online journal, by Amazia Baram, the journal\'s deputy editor.

    SOUTH POMFRET, Vt. — The Pentagon\'s Nuclear Posture Review, approved by President Bush in January 2002, outlined steps the U.S. should take to ensure its future ability to \"defeat any aggressor.\" Included was a mandate for an \"assured, survivable and enduring\" communications network, one that would remain functional even after a full-scale nuclear attack.

    Defense Department documents recently made available to the Los Angeles Times describe how the government is now moving ahead with a number of new programs toward that end, including a $200-million, eight-year effort to expand and streamline nuclear war planning. Concurrently, the same commercial technologies used in wireless communications and personal computing are being enlisted to achieve a long-standing nuclear war fighter\'s dream: systems able to operate even during a protracted nuclear war.

    According to classified and unclassified briefing and contracting documents, the modernization efforts seek to make existing nuclear war planning systems \"more flexible and adaptable on all fronts.\" The new focus increases the \"number of threat countries\" included in nuclear war planning and expands the types of targets to be considered. The plans also envision an expanded role for both special operations and cyber- warfare in the event of a full-scale nuclear war. New software tools are being developed to speed up the time it takes U.S. Strategic Command to prepare nuclear options for the president, the secretary of Defense and the Joint Chiefs of Staff.

    In May, Northrop Grumman Mission Systems and Lockheed Martin Mission Systems were awarded contracts to begin designing the new planning tools envisioned in the Nuclear Posture Review. According to military documents, they are needed because \"the current process has no growth capability to handle the increasing target requests, which are projected to grow tenfold by 2007.\"

    When the eight-year program is complete, key nuclear commanders and civilian decision-makers will not only have a \"point-and-click\" interface for planning nuclear war; they will also have a new array of specially configured laptops, cell phones and other electronic gear to streamline a variety of tasks.

    U.S. LINKS CHINESE, N. KOREAN AID TO IRAN

    WASHINGTON [MENL] -- The United States has concluded that China and North Korea have coordinated in their efforts to advance Iran\'s missile and weapons of mass destruction programs.

    U.S. officials said the intelligence community has determined that China and North Korea have cooperated in the production and delivery of components for missile and WMD programs to a range of Middle East clients. They said in many cases China, which last year announced export controls on military and dual-use technologies, has produced the components and exported them through North Korea to avoid U.S. sanctions.


    In other cases, the officials said, North Korea markets missile and WMD systems and components to Middle East clients. The systems are then directed through China and Pakistan where they avoid U.S. monitoring of North Korean ports.

    The officials said the determination has led to a decision to impose sanctions on Chinese companies found to have be cooperating with North Korea in the fields of missile and WMD. They said the Bush administration, after a lengthy debate within the National Security Council and State Department, has approved the imposition of new sanctions in an effort to demonstrate a tougher policy toward Beijing.

    Skull and Bones in Bush\'s Foreign Policy Closet

    Amidst the debate over the impending US-led war against Iraq, some European media, mostly in Italy and Germany, took note of the publication of Secrets of The Tomb: Skull and Bones, The Ivy League and The Hidden Paths of Power.

    In the Little Brown book, author Alexandra Robbins discusses the connections between America\'s wealthiest families, secret fraternities and the role of Ivy League institutions in the genesis of United States foreign policy. For some European analysts, Skull and Bones explains much of the mystery surrounding how power is apportioned in the US by describing a well-established system of nepotism and co-optation among members of this fraternity. They fear that the unwieldy influence that secret lobbies--such as those described in Skull and Bones--have on the American administration may interfere with President Bush\'s ability to decide freely what action to take. They also believe that Bush\'s belonging to such a secret fraternity may explain the nihilistic overtones of his foreign policy and his strong drive toward waging war against Iraq because of the gothic character of the fraternity.

    Europeans have noted that not only the current US president is a Bonesman, but that also his former-president father and his grandfather, senator Prescott Bush, are members. In the Bush family, connection to the Tomb--the name of the Yale building where the fraternity meets--also involves three uncles of the current president and two of his cousins. A couple of Bonesmen came up with the money to launch President Bush\'s career in business when he founded the oil company Arbusto; another Bonesman provided the capital for Bush to acquire a stake in the Texas Rangers; and another member of the fraternity that bolstered Bush\'s 2000 presidential campaign by paying for advertising billboards at a million dollars a piece. One of President Bush\'s first actions when he entered the White House was to organize a dinner with the members of his fraternity.

    What worries Europeans most about the Bonesmen is the suspicion that the organization may have a neo-Nazi tendency
    or that it may be animated by anti-Semitic sentiments. According to various reports about the activities of the Bonesmen throughout the years, it appears that many prominent members, in particular those linked to the Union Bank in New York and its sister bank in Holland at the beginning of WWII, were financing Hitler throughout the war and as late as 1945. Italians and Germans alike have a long history of secret associations meddling in the internal affairs of their countries.

    This fact makes European analysts tend to distrust both politicians that can be linked to such groups and secretive associations that have links to political parties or single politicians. In the case of the Skull and Bones, Italian and German media have reported that such ties between the secret organization and politicians could be understood as a multigenerational secret society with a global reach and a finger in many different pies. They describe the Skull and Bones\' influence as resulting in a sort of oligarchic government that includes some of the most influential American families such as the Bushes, the Harrimans, the Tafts, the Whitneys, and the Rockefellers.

    Skull and Bones was founded in 1832 by William Russell, the heir to Russell and Company, at that time one of the world\'s most prominent opium traders. According to author Robbins, Russell befriended the leader of a secret society during a year of study in Germany. Returning to the US, Russell sought to re-create in the US the spirit of exclusivity that he had encountered with the German secret society, whose main goal was the establishment of a strong government of the kind that would mold every individual to the obedience of the state.

    In the rarefied atmosphere of Yale University, Russell found a receptive environment for his dream, enrolling the help of Alphonso Taft, future US secretary of war and father of President William Howard Taft. The society they founded was called the Brotherhood of Death, or more informally, the Order of Skull and Bones. Later the order would include among its ranks Prescott Bush, who would take the helm of the Union Bank, Roland and Arvell Harriman, several Rockerfellers, Henry Luce, and others who read like a who\'s who in American public life.

    European reporters were astonished to learn that the cult has been extremely successful in its pursuit of establishing a \"New World Order\"-the Bonesmen\'s lingo was used by then-President Bush Senior to describe the philosophy behind his foreign policy. The Bonesmen\'s New World Order consists of fewer individual freedoms for the majority and of a few elected people sitting in the collective driver\'s seat. They noted that besides pushing three of its men-the two Bushes and Taft-to the presidency of the United States, the society has produced nine supreme court justices, several senators and congressmen, and that the idea of launching both Time and Newsweek magazines was first conjured up in the Bones\' Tomb. Skull and Bones members founded the American Historical Association, the American Economic Association and the American Psychological Association. More than a dozen Bonesmen have worked at the Federal Reserve. Bonesmen are believed to control the Rockerfeller, Carnegie and Ford families\' wealth.

    European reporters don\'t appear to buy Alexandra Robbin\'s suggestions that Bonesmen may have developed and dropped the first nuclear bomb; may have organized the Bay of Pigs invasion; were tied to the Kennedy assassination and to the Watergate break-in; or that they may control the Council on Foreign Relations and the Trilateral Commission. Nevertheless, Europeans are intrigued by the notion that Bonesmen may be tied to many of history\'s recent conflicts, compelling them to wonder if the fraternity mentality may not explain a tendency toward destruction rather than building. They also wonder how a 2004 presidential race between Senator John Kerry on the democratic side running against President Bush-both Bonesmen--might unfold.

    Diplomat: U.S. knew uranium report was false

    WASHINGTON (CNN) -- A former U.S. diplomat said Sunday he told the Bush administration that Iraq had not tried to buy uranium from Niger in the late 1990s to develop nuclear weapons.

    Former Ambassador to Gabon Joseph Wilson told NBC\'s \"Meet the Press\" he informed the CIA and the State Department that such information was false months before U.S. and British officials used it during the debate that led to war.


    During his State of the Union address in January, two months before the U.S.-led invasion of Iraq, President Bush accused Iraq of trying to buy \"significant quantities of uranium\" from an unnamed African country. He cited British intelligence, which had published a similar report in September 2002.

    Plans for \'£40 ID cards\'

    ID cards are widespread in EU

    People aged over 16 in the UK may soon have to pay nearly £40 for a compulsory identity card, it is being reported.

    In a leaked letter to Cabinet ministers Home Secretary David Blunkett said he believed the case for a \"universal identity card in the UK\" was overwhelming, according to the Sunday Times.

    The cards would carry information identifying their owner - a fingerprint, for example, or a picture of their iris or other facial characteristics, the paper reports.

    Individuals would not have to carry the card at all times but would have produce it within a few days if asked to do so by police, the document says.


    The letter dated 25 June was officially addressed to Deputy Prime Minister John Prescott, as chairman of the domestic affairs cabinet committee, said the paper.


    It quotes Mr Blunkett as saying \"a highly organised minority\" would \"campaign vocally\" against the cards but that he believed the argument that ID cards would inhibit freedom was \"wrong.\"

    \"We are strengthened in our liberty if our identity is protected from theft; if we are able to access the services we are entitled to; and if our community is better protected from terrorists and organised criminals,\" he wrote.


    A total of 11 European Union member states already have identity cards.

    In the letter Mr Blunkett reportedly said he had already discussed the cost of the scheme with the Treasury.

    The cards would be free for people on low incomes or receiving benefits, for 16-year-olds and retired people above the age of 75.

    The rest of the population would pay £39 if the free and discounted cards were paid for out of taxation.

    V USA se zvolna šíří odpor proti zákonu Patriot Act

    Již 3 americké státy (Havaj, Aljaška a Vermont) a 130 amerických měst vydalo vyhlášky (či lokální legislativu), které místní správě zakazují spolupracovat s federální vládou ve věci vynucování kontroverzního \"protiteroristického\" zákona Patriot Act. Tento zákon se paralelně snaží bojkotovat i soukromé firmy.

    Jedním měst, kde občané sepisují petice proti omezování občanských svobod, je Mount Shasta v Kalifornii. Předsedou místního výboru občanských práv je tesař v důchodu a veterán amerického letectva Donald Nobach. Ten upozorňuje, že \"zákony přijaté po 11.září 2001 vytváří prostor pro vznik fašistické vlády, která nebude brát ohled na lidská práva\".

    Nicméně místní policejní velitel v Mount Shasta prohlásil, že bude případné příkazy městské rady ignorovat, a bude spolupracovat s federálními orgány, pokud ho o to požádají. Tvrdí, že musí především dodržovat americkou ústavu a zákony, že je nemůže porušovat jen proto, že ho o to požádá městská rada.

    Hnutí v Mount Shasta je součástí celonárodního odporu proti zákonu Patriot Act, který má sloužit ke shormážďování informací použitelných v boji proti terorismu a který platí již 20 měsíců.

    Senátorka Barbara Boxer předložila návrh pozměňovacího zákona, který by zakázal alespoň získávání informací o klientech knihoven a knihkupectví. Původně bylo možné podobné informace získávat pouze na soudní příkaz, a součásná právní úprava vyvolala značný odpor ze strany knihkupců a jejich zákazníků.

    Naopak americké ministerstvo spravedlnosti se připravuje navrhnout tzv. Domestic Security Enhancement Act, který pravomoci zaručené zákonem Patriot Act ještě výrazně posílí. Odpůrci tohoto nového zákona se už rekrutují napříč celým politickým spektrem, od krajní pravice a sdružení majitelů střelných zbraní po bojovníky za občanská práva.

    Místní občanské hnutí v Mount Shasta navrhovalo městské radě také přijetí vyhlášky proti válce v Iráku, ale tu neprosadilo, protože podle městské rady nejde o místní záležitost. Bill Pieruccini, velitel policie v Mount Shasta, je možná i proto poněkud skeptický, co se týče podobných aktivit. Je si jist, že rozdělení moci v USA je vyvážené, a že případy souzené podle zákona Patriot Act skončí před Nejvyšším soudem. Chce se proto ve věci omezení ústavních práv zákonem Patriot Act podřídit jedině rozhodnutím tohoto soudu.

    Jiní nemají takovou důvěru v americkou Ústavu a soudní system. Bear Pond Books, knikupectví ve Vermontu, už vyhlásilo, že na požádání smaže záznamy o koupi knih individuálními zákazníky. Tm pádem neposkytne vyšetřovatelům žádné údaje o zakoupených knihách: nebude těmito údaji disponovat.

    Státní zástupce Peter Hall ovšem zpochybnil možnost, že by tyto informace po knihkupcích vůbec kdy někdo šel. Podle něj by k tomu došlo pouze ve velice vyjímečných případech. Zároveň ale potvrdil, že knihkupci nemají povinnost archivovat jakékoliv záznamy o prodaných knihách - s výjimkou případu, kdy jsou tyto informace hledány na základě soudního příkazu.

    Spory o zpřístupnění záznamů o prodeji knih přitom i před přijetím zákona Patriot Act v USA často končily před soudem.

    Dva britští občané, zadržovaní v táboře v zálivu Guantánamo, dostanou volbu: přiznejte se a budete odsouzeni k trestu vězení 20 let. Pokud se nepřiznáte a tajný americký vojenský tribunál vás shledá vinnými, budete odsouzeni k smrti.

    Americké právní kruhy \"blízké tomuto procesu\" konstatovaly, že účelem tohoto dilematu je přimět vězně v zálivu Guantánamo k co největší spolupráci s úřady.

    Britský ministr zahraničí Jack Straw zamýšlí naléhat na amerického ministra zahraničí Colina Powella, aby byli oba Britové vráceni do Británie, kde by byli souzeni podle anglického práva. S podporou ministra vnitra Davida Blunketta dá Straw Powellovi najevo, že se britská vláda staví proti trestu smrti a přeje si, aby byli oba muži souzeni \"podle normálních soudních praktik\".

    Britští právníci, zastupující Moazzama Begga, 35, z Birmingamu a Feroze Abassiho, 23, z Croydonu, konstatovali, že přiznání získaná při zadržování mužů na základně Bagram v Afghánistánu a v zálivu Guantánamo na Kubě, aniž by byli z čehokoliv obžalováni a aniž by měli přístup k právníkům, nemají žádný status podle mezinárodního práva a u britských soudů by byla nepřípustná.

    \"Cokoliv jakákoliv lidská bytost řekne či přizná pod hrozbou brutality je mezinárodně i v jednotlivých zemích považováno za bezcenné. Je to zneužitím právních procesů.     Stephen Jacobi z organizace Fair Trials Abroad, která stojí v čele kampaně za oba muže, konstatoval: \"Jsme znepokojeni, že nebude možno zkoumat důkazy, vznesené proti těmto lidem. Americké ministerstvo obrany ze sebe udělalo zároveň žalobce, soudce i obhájce a samo si vytvořilo pravidla pro proces. To je naprosto jasně nespravedlivý soud.\"

    Beggova rodina je přesvědčena, že Begga unesly americké úřady z Pákistánu. Byl odvezen do Bagramu na základě podezření, že poskytoval peníze organizaci al Kajda. Posléze byl odvezen do Guantánama. Ode dne svého zatčení nedostal právo spojit se s právníkem.

    I podle amerických právních odborníků nebude tento vojenský soud spravedlivý. Mimo jiné si americké úřady osobují právo nahrávat si rozhovory mezi obžalovaným a obhájcem, i když tyto rozhovory nebudou použity při procesu.

    Manufacturing ‘Terror’

    The occupation of Iraq is a perfect example of this process at work. Driven initially by fine words about ‘human rights’ and ‘democracy’ and the need for ‘nation-building’, none of which has come to pass, nor is there any likelyhood of any of this happening, we now see the rationale shifting as the ruling elite, caught up in its own ill-conceived propaganda war, now forced to admit that it’s going to be in Iraq as an occupier for an indeterminate period of time, perhaps several years, ultimately, for \"as long as it takes\". Eventually, all pretence at establishing ‘democracy’ will be quietly dropped as real politik dominates and the larger and longer term interests of US imperialism emerge, in fact, will be impossible to hide. Once a puppet regime is installed, regardless of the lengths the USUK go to in order to create the illusion of a genuinely representative government, it will be clear to all, that as with every other compliant regime installed by the imperialists over the last century or so, that its freedom and ability to actually represent the real interests of the Iraqi people will be severely limited. Indeed, it’s unlikely that anything close to a so-called liberal democracy can be imposed on Iraq, even with the best of intentions. Even worse, is the arrogant and racist assumption that we have the right to do so.

    Finally, as it’s unlikely that the ‘international terror network’ will ever be uncovered, as it’s not at all clear that it actually exists anyway, at least not in the way it’s described in the propaganda war, the imperialist agenda is bound to unravel. It is after all, taking place in the context of a global crisis that encompasses the economy, political legitimacy and the impending environmental catastrophe, which unless confronted on a global level threatens us all. As time passes, it will be harder and harder to hide the reality of our situation. Lies and propaganda have a finite lifetime. Sooner or later, they will cease to work, as the underlying reality replaces the illusions.

    The first letters from Briton facing the death penalty at Camp X-Ray

    THEY are the first letters to see the outside world from the 21st century\'s Devil\'s Island -- the US military prison camp at Guantanamo Bay in Cuba.

    These 10 letters in neat, cramped handwriting from Moazzam Begg to his family back home in suburban Birmingham tell exactly what life is like inside the world\'s most feared prison -- Camp X-Ray.

    Begg, who is 35, has been detained without charge since January 2001, has faced gruelling interrogations, been denied access to lawyers, confined in brutal conditions and now awaits a military tribunal which could well result in a short trip to a custom-built death house for execution.

    On Thursday, 4 July (American Independence Day and the day before Begg\'s birthday), President Bush ordered that Begg and five other men, including another Briton -- Feroz Abbasi, 23, from London -- would be the first detainees to face military tribunals.

    Washington is now facing international criticism over its use of military tribunals which are held in secret and presided over by high-ranking US soldiers. There is no guaranteed right to appeal.

    Detainees are kept in wood and steel mesh cages, partially exposed to the elements. The world was shocked when the first pictures of Camp X-Ray emerged, showing detainees bound hand and foot and wearing blacked-out goggles. Some were stretchered into the camp, which has been labelled degrading and inhuman.

    Begg, detainee number JJJEEHH 160, says in his letters that he mostly writes at night, \'which is usually when I cannot sleep because of thinking and worrying all the time, and the heat and the bright lights\'. He has four children by his Palestinian wife, Sally. His youngest son Ibrahim was born while he was in custody.

    In one letter to his wife, Begg writes: \'These past few weeks have been more depressing than usual, especially since the birth of our son ... time is dragging on so slowly ... I still don\'t know what will happen with me, where I will go and when -- even after all this time. There is nothing here to do to occupy time, except read the Koran .

    \'There are many rules here which do not make the wait any easier. The food has been the same for five and half months and most of the time I am hungry. I miss your cooking so much.\'

    Under what appear to be the black lines of a US military censor\'s pen can be read the words: \'I realise I am paying a big price for all the times I have been ungrateful in general and to you in particular.\' The letter then ends: \'The most difficult thing in my life is being away from you and the kids, and being patient. I miss you and love you so much.\'

    Begg\'s father, Azmat, insists his son is not a terrorist. Ironically, Begg, who owned a bookshop in Birmingham, spent his formative years at a Jewish school and still has many Jewish friends. According to Azmat, a retired bank manager, his son was moved by the plight of the Afghani people and in 2001 travelled to Kabul with his family to start a school for basic education and provide water pumps.

    When the allied attack on Afghanistan began in October 2001, Begg and his family moved to Islamabad in Pakistan for safety. It was there that he was seized in January 2002 by Pakistani police and CIA officers, bundled into a back of a car and taken back to Kabul, where he was held in a windowless cellar at Bagram airbase for nearly a year. His family insist it\'s a case of mistaken identity. Intelligence agents targeted Begg because his name appears on a photo-copy of a money transfer found in an al-Qaeda training camp.

    Begg maintains his innocence in his letters home, saying: \'I believe that there has been a gross violation of my human rights, particularly to that right of freedom and innocence until proven guilty. After all this time I still don\'t know what crime I am supposed to have committed, for which not only I, but my wife and children should continually suffer for as a result.

    \'I am in a state of desperation and am beginning to lose the fight against depression and hopelessness .\'

    All of Begg\'s letters show that he rarely gets correspondence from his family, although he writes to them regularly. He continually blames \'the system\' for preventing him getting details about his legal status, his family and the outside world. One letter begins: \'I wrote to mum in July. I am not entirely surprised if you never received it, or even if you will get this one -- but here goes anyway.\'

    In that letter he writes : \'I am afraid that I spend much time sleeping -- often getting bored from just sitting or lying down.\' To counter the boredom, he reads the Koran, saying: \'I am also trying to to memorise the whole of the largest chapter.\'

    Although he appears reluctant to worry his family, he does write about some of the more unpleasant aspects of life in Camp X-Ray. \'The camel spider is the only 10-legged spider in the world, and, I believe, it is not an arachnid (technically not a spider). But it grows to bigger than the human hand-size, moves like a race-car and has a bite that causes flesh to decay if untreated. In the summer there were plenty here, running into cells and climbing over people; one person was bitten and had to be treated. Apart from that there is the usual melee of scorpions, beetles, mice and other insects.\'

    Another letter states: \'My routine is extremely mono-tonous ... Conversation with others is severely restricted but I do talk often to the guards.\'

    In the same letter, however, he shows that he still has a sense of humour in a sly side-swipe at his US captors: \'I had a discussion recently with someone about the USA\'s contribution to civilisation (after talking about Ancient Greece, Egypt, Mesopotamia, India, China). I pondered for many hours, then came up with the answer: peanut butter (both smooth and crunchy) ... I have that every now and then and it tastes fairly good!\'

    Another letter describes how he has been given books to read, including the biography of Malcolm X, Black Hawk Down (the story of America\'s botched military involvement in Somalia), Churchill\'s life and books on the US Civil War, Vietnam and the War of Independence -- \'which\', Begg adds sarcastically, \'they won by sheer luck\'.

    Other letters are more poig-nant, with Begg asking his brothers to care for his wife and children -- who are now back in Britain -- and ensure they do well at school. \'Please help them in whatever way you can ... Don\'t let my children want for anything due to any financial problems.

    \'This is the hardest test I have had to face in my life,\' he tells his father, \'and I hope I have not caused you too much distress, but I will pass this test by the will of Allah and your prayers.\'

    His last letter in January this year ends: \'I don\'t know what is going on about my case, but I think it won\'t be resolved any time shortly. I am mostly kept in the dark and nobody seems to know. Please write back.\'

    Begg\'s father Azmat, who proudly recounts the fact that all his family served in the British army, says his grandchildren are distraught at their father\'s disappearance.

    Azmat and the rest of the family have been refused visas to travel to America in order to ask questions about their son\'s case. He also accused the Foreign Office of failing to help.

    \' I feel now he will comply with whatever he is told,\' said Azmat. \'In his most recent letter he said that he will \'make a decision which will affect the entire family\'. We cannot guess what he means, but I am afraid he could do anything -- he has nothing in him left.\'
