Biometrics - the EU takes another step down the road to 1984

- biometric documents for visas and resident third country nationals to be introduced by 2005
- biometric passports/documents for EU citizens to follow
- "compulsory" fingerprints and facial images
- data and personal information to be held on national and EU-wide databases
- admission that powers of data protection authorities cannot cope
- no guarantees that data will not be made available to non-EU states (eg: USA)

The European Commission has produced two draft Regulations (25.9.03) to introduce two sets of biometric data (fingerprints and facial image) on visas and resident permits for third country nationals by 2005. The biometric data and personal details on visas will be stored on national and EU-wide databases and be accessible through the Visa Information System (VIS) held on the Schengen Information System (SIS II). The proposal is silent on whether the biometrics and data on third country nationals will also be held on the SIS, though it is clear that national registers of third country nationals resident in every EU member state will be created (a long-standing demand by the German government will thus be put into practice). That this same information will also be held on the SIS is inevitable.

Another proposal for the inclusion of biometrics and personal data: "in relation to documents of EU citizens, will follow later this year"

"These proposals are yet another result of the "war on terrorism" which show that the EU is just as keen as the USA to introduce systems of mass surveillance which have much more to do with political and social control than fighting terrorism.

To the proposed surveillance of all telecommunications is added the control of movement of all visitors and third country nationals, to be followed by that of EU citizens too. How long will it be before there will be a compulsory EU identity card? All the data will be held on the EU-wide Schengen Information System which can be accessed by tens of thousands of officials - how long will it be before biometrics collected for travel documents will be used for other purposes?

As to data protection, no new powers should be taken to collect personal data until national data protection authorities are given proper investigative powers and finance and the European Commission itself demonstrates a willingness to actually enforce the 1995 Directive"

The Commission's proposals are explicitly presented as a response to "September 11, 2001" to "improve document security" in order to "detect people who try to use forged official documents in order to gain entry to European Union territory". What is extraordinary is that the EU adopted two Regulations just last year (on visas - 334/2002/EC and residence permits -1030/2002/EC) as a response to the need for security including the introduction of photographs on both sets of documents. It was last autumn that the Benelux countries - Belgium, Netherlands and Luxembourg - said this was not good enough and that biometric data should be included too. The German government backed this idea.

Russia considers using nuclear weapons

MOSCOW, Oct. 2 (UPI) -- Russia will reportedly consider the restricted use of nuclear weapons when dealing with regional conflicts and international terrorism.

The Kyodo news service said the position was stated in a national military doctrine submitted Thursday to President Vladimir Putin by Russian Defense Minister Sergei Ivanov. The document outlines the nation's plans for modernizing its military force.

The move to consider limited use of small nuclear arms is believed meant to counter the U.S. strategy of using its low-yield nuclear weapons in a restricted manner.

Kyodo reported the United States, since the Sept. 11, 2001, terrorist attacks has been conducting research and development of the so-called mini-nukes aimed at destroying underground facilities of terrorist groups.

The new Russian doctrine says the military will consider restricted use of small nuclear weapons as a strategic deterrence to prevent military pressure or attacks on Russia and its allies.

Japanese city plans GPS tracking system for children in wake of teen abduction

TOKYO, Oct. 2 — Stunned by the kidnapping of a teenage girl, a rural Japanese city plans to use a satellite-linked tracking system to help parents find their children.

The northern city of Murakami has asked two security companies to provide the service for the families of 2,700 elementary and junior high school students, said Kenkichi Kimura, an official on the city's Board of Education.
The abduction of a 15-year-old girl last month prompted the program. A 26-year-old man took the teenager to his home on a nearby island, where she was rescued 11 days later.
With the new service, students will carry devices that will send out signals allowing their parents to pinpoint where they are through a Web site on the Internet, Kimura said Thursday.
It will use a combination of technologies provided by mobile phone companies and the Global Positioning System, a U.S. satellite navigation service used by everyone from hikers to ship captains.
The device also will be equipped with a button that can be pushed to call for help.
''If you are in a big city, people will come to help if you call for help,'' Kimura said. ''But here, students walk to school in the mountains and rice fields. We need the latest device.''
The city will pay a small part of the fee for the device. An anti-crime buzzer not linked to a security service will also be offered.
Kimura said he believed Murakami would be the first community in Japan to offer a citywide anti-crime service for children. If approved by the city assembly, the service could be in place by year's end.

Adrian Lamo charged with computer crimes

The 22-year-old Lamo has become famous for publicly exposing gaping security holes at large corporations, then voluntarily helping the companies fix the vulnerabilities he exploited -- sometimes visiting their offices or signing non-disclosure agreements in the process.

Until now, his cooperation and transparency have kept him from being prosecuted. Lamo's hacked Excite@Home, Yahoo, Blogger, and other companies, usually using nothing more than an ordinary Web browser. Some companies have even professed gratitude for his efforts: In December, 2001, Lamo was praised by communications giant WorldCom after he discovered, then helped close, security holes in their intranet that threatened to expose the private networks of Bank of America, CitiCorp, JP Morgan, and others.

Lamo believes the arrest warrant is for his most high-profile hack. Early last year he penetrated the New York Times, after a two-minute scan turned up seven misconfigured proxy servers acting as doorways between the public Internet and the Times private intranet, making the latter accessible to anyone capable of properly configuring their Web browser.

Once inside, Lamo exploited weaknesses in the Times password policies to broaden his access, eventually browsing such disparate information as the names and Social Security numbers of the paper's employees, logs of home delivery customers' stop and start orders, instructions and computer dial-ups for stringers to file stories, lists of contacts used by the Metro and Business desks, and the "WireWatch" keywords particular reporters had selected for monitoring wire services.

He also accessed a database of 3,000 contributors to the Times op-ed page, containing such information as the social security numbers for former U.N. weapons inspector Richard Butler, Democratic operative James Carville, ex-NSA chief Bobby Inman, Nannygate veteran Zoe Baird, former secretary of state James Baker, Internet policy thinker Larry Lessig, and thespian activist Robert Redford. Entries with home telephone numbers include Lawrence Walsh, William F. Buckley Jr., Jeanne Kirkpatrick, Rush Limbaugh, Vint Cerf, Warren Beatty and former president Jimmy Carter.

Many people think "The Protocols of the Elders of Zion" is anti Semitic "hate literature" and a fraud. Nobel Prize winner Alexander Solzhenitsyn wrote that the book exhibits "the mind of genius." This is pretty unusual for a fraud.

I'm afraid Protocols may be genuine. They are lectures addressed to Jewish Luciferians (Illuminati, Freemasons) detailing an incredible plan to overthrow western civilization, subjugate mankind, and concentrate "all the wealth of the world...in our hands."

The lectures, typical of similar Illuminati documents, were leaked to the Czarist Secret police and published in Russia in 1905.

The issue of anti Semitism diverts attention from this plot which has been unfolding for over 200 years and is behind world government, September 11, Iraq, Homeland Security and the bogus "War on Terror."

America puts Iraq up for sale

Iraq was in effect put up for sale yesterday when the American-appointed administration announced it was opening up all sectors of the economy to foreign investors in a desperate attempt to deliver much-needed reconstruction against a daily backdrop of kidnappings, looting and violent death.

In an unexpected move unveiled at the meeting in Dubai of the Group of Seven rich nations, the Iraqi Governing Council announced sweeping reforms to allow total foreign ownership without the need for prior approval.

The initiative bore all the hallmarks of Washington's ascendant neoconservative lobby, complete with tax cuts and trade tariff rollbacks. It will apply to everything from industry to health and water, although not oil.

But it is still likely to feed concerns that Iraq is being turned into a golden opportunity for profiteering by multinational corporations relying on their political connections.

Already, the biggest reconstruction contracts have been allocated to American firms such as Bechtel and Halliburton, which have ties to the Bush administration. They were selected behind closed doors, with no opportunity for competitors to present bids.
