Craftable. You will have to find some netting material and harvest some grass. The suit will be made in sections so its not like you just 'craft whole body ghillie suit' and the netting won't be super common so to create the whole thing, it won't be an easy task.
We didn't want to make it so easy to acquire one so that everybody and their grandma runs around with it. We're also planning a restriction with backpacks - you won't be able to wear one if you're wearing ghillie.
