Frans Timmermans v roce 2019 ještě nevěděl, že Čína bedlivě sleduje evropské snahy o bezemisní ekonomiku a hodlá obsadit klíčové sektory průmyslu, čímž zničí evropskou konkurenci.



Čínská dominance v sektorech solární i větrné energie, elektromobility, úložišť energií a těžby i rafinace materiálů je důvodem, proč ekonomické srdce Green Dealu selhalo. Zůstaly jen náklady.

Green Deal měl být vždy především o ekonomice a Evropská unie měla skrze zelenou transformaci nejen snížit vlastní spotřebu fosilních paliv, ale také vybudovat robustní sektor šetrných technologií a dominanci v elektromobilitě, tepelných čerpadlech a dalších sektorech, které měly těžit z podepsané Pařížské úmluvy, jejíž ratifikace ukládala státům masivní snížení emisí oxidu uhličitého. Oznámení zelené transformace v Evropské unii vycházelo z podobných nálad ve Spojených státech, kde zákonodárci díky většině demokratů prohlasovali takzvaný Green New Deal, tedy rezoluci směřující ekonomiku USA k bezemisní budoucnosti.

Celý konstrukt zelené transformace je ale starší a nevychází pouze z představ Evropské komise Ursuly von der Leyen. Na tvorbě opatření směřujících k bezemisní ekonomice se podíleli i předchůdci dnešní šéfky Evropské komise Jean-Claude Juncker, a dokonce i José Manuel Barrosso, který vedl unijní exekutivu v letech 2004 až 2014. Důležité tedy je, že Evropská unie nebyla ve snahách transformovat tradiční ekonomický model do společnosti nového světa osamocená. Stejný záměr schválili i Američané, Australané a mimo jiné i Kanada, tedy ekonomiky, které kumulativně představují více než polovinu světového HDP.

Idea Green Dealu navíc spočívá nejen v ekonomické, ale také celospolečenské transformaci, jejíž součástí nebyly zdaleka pouze environmentální, nýbrž i regulační a sociální opatření. Celý plán nevznikl za Ursuly von der Leyenové, ale již v letech 2007 až 2011, jen se implementoval postupně. První plány na zelenou transformaci existovaly již v letech 2007 až 2011. Stále lze dohledat tehdejší citace unijních lídrů, kteří se oklepali z dopadů finanční krize a v letech blahobytu podpořených bezprecedentním kvantitativním uvolňováním - tiskem peněz - evropská životní úroveň rostla a přišel čas vymyslet nový směr. Transformační uvažování v Evropské unii, USA a dalších státech se ale nezaměřovalo výlučně na environmentální udržitelnost, nýbrž do jednotlivých variant Zelených údělů státy zahrnuly i další, společenský prvek transformace spočívající v genderové diverzitě, korporátní odpovědnosti a inkluzi napříč ekonomickými sektory a státní správou.

Současná ideologická pozice Evropské komise a Evropské unie jako celku vychází především z materiálu Beyond GDP, který vznikl ještě pod vedením José Manuela Barrossa, tedy předchůdce Jeana-Clauda Junckera. Níže uvádím čtyři citace v chronologickém pořádku, protože vinit Ursulu von der Leyen a současné vedení Evropské komise za vzniklý stav není fér, protože úvahy o post-růstové ekonomice byly přítomné již daleko dříve.

the health of the river has been in decline for decades. Iraq had state-of-the-art water infrastructure until the US made it a target in 1991’s Operation Desert Storm. With treatment plants destroyed, sewage flowed into the waterways. Years of sanctions and conflict mean the infrastructure has never fully recovered. Today, across southern and central Iraq, just 30% of urban households are connected to a sewage treatment facility. That number drops to 1.7% in rural areas.

In addition to municipal waste, chemical fertilisers and pesticides in agricultural runoff, industrial waste including from the oil sector, and medical refuse all find their way into the river. A 2022 study found that water quality at numerous sites in Baghdad was rated “poor” or “very poor”. In 2018, at least 118,000 people in the southern city of Basra were treated in hospital after drinking contaminated water.

The river has also dramatically shrunk in volume. In the past 30 years, Turkey has built major dams on the Tigris and the amount of water reaching Baghdad has decreased by 33%. Iran too has built dams and diverted water away from shared rivers that feed the Tigris. Within Iraq, water is frequently overused, especially in the agricultural sector that uses at least 85% of the country’s surface water.

The climate crisis is taking a toll. Iraq has recorded a 30%decline in precipitation and is in the grip of its worst drought in nearly a century. Demand for fresh water is expected to exceed supply by 2035. This summer, the Tigris was so low people could easily walk across it.
