    2024 Securing the ‘great white shield’? Climate change, Arctic security and the geopolitics of solar geoengineering

    By systematically juxtaposing recently published schemes for Arctic geoengineering with Arctic security strategies published by the littoral Arctic states and China, we reveal and detail two conflicting security imaginaries. Geoengineering schemes scientifically securitise (and seek to maintain) the Arctic’s ‘great white shield’ to protect ‘global’ humanity against climate tipping points and invoke a past era of Arctic ‘exceptionality’ to suggest greater political feasibility for research interventions here. Meanwhile, state security imaginaries understand the contemporary Arctic as an increasingly contested region of considerable geopolitical peril and economic opportunity as temperatures rise. Alongside the entangled history of science with geopolitics in the region, this suggests that geoengineering schemes in the Arctic are unlikely to follow scientific visions, and unless co-opted into competitive, extractivist state security imaginaries, may prove entirely infeasible. Moreover, if the Arctic is the ‘best-case’ for geoengineering politics, this places a huge question mark over the feasibility of other, more global prospects

    The problem of reducing the impacts of rising anthropogenic greenhouse gas on warming temperatures has led to the proposal of using stratospheric aerosols to reflect some of the incoming solar radiation back to space. The deliberate injection of sulfur into the stratosphere to form stratospheric sulfate aerosols, emulating volcanoes, will result in sulfate deposition to the surface. We consider here an extreme sulfate geoengineering scenario necessary to maintain temperatures at 2020 levels while greenhouse gas emissions continue to grow unabated. We show that the amount of stratospheric sulfate needed could be globally balanced by the predicted decrease in tropospheric anthropogenic SO2 emissions, but the spatial distribution would move from industrialized regions to pristine areas. We show how these changes would affect ecosystems differently depending on present day observations of soil pH, which we use to infer the potential for acid-induced aluminum toxicity across the planet.

    Officially, there’s an international moratorium on attempts to block the sun, as well as a U.N. Environmental Modification Convention, but rogue “Greenfinger” billionaires like Bill Gates have continued their dangerous experiments.

    Since the Vietnam War’s Project Popeye scandal, the U.S. government has positioned the Pentagon’s weather modification work and DARPA funding as countering the potential “security threat” geoengineering posed.

    Recently there’s been a shift. The U.S. has begun to normalize solar geoengineering as a “climate solution.” In 2021, the National Academies of Sciences issued a report calling for a $200 million 5-year investment in solar geoengineering research, and in 2023 President Biden released a solar radiation modification (SRM) framework, claiming that “SRM offers the possibility of cooling as the planet significantly on a timescale of a few years.”

    Around the same time, the European Union floated “a potential international framework” for solar geoengineering.

    Meanwhile, climate-profiteering corporations are lobbying for solar geoengineering to be included in the offset market being negotiated under the United Nations Framework Convention on Climate Change.

    Even “environmental” non-profit advocacy groups are in on it!

    The Environmental Defense Fund (EDF)’s official position on geoengineering is that, “Deliberate climate interventions such as albedo modification should not be undertaken for the foreseeable future as they present serious ecological, moral and geopolitical concerns.”

    But, EDF has publicly supported research into geoengineering since 2010, when it co-founded the Solar Radiation Management Governance Initiative with the Royal Society and The World Academy of Sciences.

    In early 2024, Climate Wire reported that EDF organized a private two-day meeting of climate scientists, environmental activists and philanthropists “to prepare for an expected surge of Silicon Valley funding related to last-ditch measures for slowing global warming.”

    Two new Mexico teams to explore impacts of SRM on heatwaves and biodiversity loss - The DEGREES Initiative

    By modelling the potential impacts of SRM and climate change, these scientists will contribute to an evidence base that policy makers in Mexico and Central America can use to make informed decisions about reducing climate risks. This is research conducted by Latin Amercian scientists working at a Mexican University, who will communicate their findings openly to key stakeholders through peer-reviewed academic publications.

    Last year, Mexico announced an intention to ban outdoor solar geoengineering activities after an American start-up company attempted a small-scale SRM balloon test on Mexican territory.

    Unlike that controversial small-scale for-profit ‘deployment’, the two new Degrees-funded scientific teams will conduct responsible computer-based modelling research on the potential effects of SRM on climate change, heatwaves, and biodiversity. This supports Degrees’ central mission – while we take no position on whether SRM should ever be used, we want developing countries to have the capacity to do their own research and to have an informed role in any future governance discussions and decisions on its use or non-use.

    When is it going to happen? Guessing at around the time warming creeps from 2.0 to 2.5 with 3.0 in sight which I suspect will happen much sooner than the IPCC projections might lead you to expect, probably before 2040.

    First thing to happen is that some country, most likely the USA will pull an emergency break by spraying aerosols in the atmosphere. Why the USA? Because they (a) are naturally in a location with more climate extremes than Europe and by 2.5 degrees of warming their economic losses will be painful, (b) they have the money and the infrastructure to make it happen, and (c) the whole world-leading and pioneering thing is totally in American character.

    Soviet and Russian perspectives on geoengineering and climate management

    Soviet science contributed significantly to our understanding of anthropogenic climate change and, as part of this, played a central role in the emerging science underpinning climate modification and geoengineering initiatives. A key focus of discussion was the use of stratospheric aerosols linked to the innovative ideas of Mikhail Budyko and colleagues. This work had its origins in what has been termed the theory of aerosol climatic catastrophe, which gained prominence in the Soviet context during the early 1970s. Following the breakup of the Soviet Union, the ideas of Budyko concerning the use of stratospheric aerosols were advanced by Yuri Izrael and his collaborators. The associated body of work gained traction during the 2000s and engendered a wider debate concerning the efficacy of geoengineering solutions amongst Russia's climate scientists. The legacies of this scientific discussion are also evident in recent high-level international debates such as those linked to the activities of the IPCC. While significant geopolitical obstacles remain in the way of an international agreement linked to the possible deployment of geoengineering measures, interest continues to grow. The maturity of Russian science in the area of geoengineering and climate modification ensures that it remains an important voice within the broader scientific debate. At the same time, the progressive isolation of Russian science from the international scene due to wider geopolitical events risks deflecting attention away from contemporary popular and political debate in this area and alienating this rich scientific tradition at a critical juncture.

    Improved knowledge of glacial-to-interglacial global temperature change implies that fast-feedback equilibrium climate sensitivity is at least ~4°C for doubled CO2 (2xCO2), with likely range 3.5-5.5°C. Greenhouse gas (GHG) climate forcing is 4.1 W/m2 larger in 2021 than in 1750, equivalent to 2xCO2 forcing. Global warming in the pipeline is greater than prior estimates. Eventual global warming due to today's GHG forcing alone -- after slow feedbacks operate -- is about 10°C. Human-made aerosols are a major climate forcing, mainly via their effect on clouds. We infer from paleoclimate data that aerosol cooling offset GHG warming for several millennia as civilization developed. A hinge-point in global warming occurred in 1970 as increased GHG warming outpaced aerosol cooling, leading to global warming of 0.18°C per decade. Aerosol cooling is larger than estimated in the current IPCC report, but it has declined since 2010 because of aerosol reductions in China and shipping. Without unprecedented global actions to reduce GHG growth, 2010 could be another hinge point, with global warming in following decades 50-100% greater than in the prior 40 years. The enormity of consequences of warming in the pipeline demands a new approach addressing legacy and future emissions. The essential requirement to "save" young people and future generations is return to Holocene-level global temperature. Three urgently required actions are: 1) a global increasing price on GHG emissions, 2) purposeful intervention to rapidly phase down present massive geoengineering of Earth's climate, and 3) renewed East-West cooperation in a way that accommodates developing world needs.
