In the recent paper from the Main Astronomical Observatory, NAS of Ukraine, authors specified the camera settings necessary for capturing fast-moving objects in the daytime sky

Based on this, a week ago I set up a small observation station - a GoPro Hero 10 on a 10x42 binocular with a 5.7 degrees field of view, and a motion detection software.

Up until yesterday afternoon I was catching mostly just insects, birds, and planes.

This 4k 4:3 (4000x3000) /60FPS video was recorded yesterday at 17:43 in Zadar, Croatia, at azimuth 310 and an elevation angle of 50 degrees:

The field of view at a distance of 1km covers a width of 100m. At a distance of 10km, it covers 1km.

The first object enters the field of view in the 13th second, and leaves the field of view in the 14th second. The second object enters in 27.5s and leaves in 28.5s.

It describes a specific type of UFO the researchers call “phantoms” that is an “object [that] is a completely black body that does not emit and absorbs all the radiation falling on it.” The researchers also observed that the UFOs it’s seeing are so fast that it’s hard to take pictures of them.

The eye does not fix phenomena lasting less than one-tenth of a second,” the paper said. “It takes four-tenths of a second to recognize an event. Ordinary photo and video recordings will also not capture the [unidentified aerial phenomenon]. To detect UAP, you need to fine-tune the equipment: shutter speed, frame rate, and dynamic range.”

Using the cameras, stationed roughly 75 miles apart, allowed the scientists to make repeated observations of strange objects moving in the sky. The paper didn’t speculate on what the objects were, merely noted the observations and mentioned the objects’ incredible speeds. “Flights of single, group and squadrons of the ships were detected, moving at speeds from 3 to 15 degrees per second,” the research said. “Phantoms are observed in the troposphere at distances up to 10 - 12 km. We estimate their size from 3 to 12 meters and speeds up to 15 km/s.”

Modification of Requirement for Office to Address Unidentified
Aerospace-Undersea Phenomena

At a time when cross-domain transmedium threats to United
States national security are expanding exponentially, the Com-
mittee is disappointed with the slow pace of DoD-led efforts to es-
tablish the office to address those threats and to replace the former
Unidentified Aerial Phenomena Task Force as required in Section
1683 of the National Defense Authorization Act for Fiscal Year
2022. The Committee was hopeful that the new office would ad-
dress many of the structural issues hindering progress. To accel-
erate progress, the Committee has, pursuant to Section 703, re-
named the organization formerly known as the Unidentified Aerial
Phenomena Task Force and the Aerial Object Identification and
Management Synchronization Management Group to be the Un-
identified Aerospace-Undersea Phenomena Joint Program Office.
That change reflects the broader scope of the effort directed by the
Congress. Identification, classification, and scientific study of un-
identified aerospace-undersea phenomena is an inherently chal-
lenging cross-agency, cross-domain problem requiring an integrated
or joint Intelligence Community and DoD approach. The new Office
will continue to be led by DoD, with a Deputy Director named by
the Intelligence Community. The formal DoD and Intelligence
Community definition of the terms used by the Office shall be up-
dated to include space and undersea, and the scope of the Office
shall be inclusive of those additional domains with focus on ad-
dressing technology surprise and ‘‘unknown unknowns.’’ Temporary
nonattributed objects, or those that are positively identified as
man-made after analysis, will be passed to appropriate offices and
should not be considered under the definition as unidentified aero-
space-undersea phenomena.
