John P. Donnelly, assistant for public affairs for the National Aeronautics and Space Administration, said that the clampdown on iformation received by the agency through official channels was being made at the request of the Soviet Union in one area and through a “bilateral agreement” in another.
United States space engineers just returned from a week of discussions in Moscow on joint United States‐Soviet space flight proposal are forbidden by Mr. Donnelly to talk about their trip with newsmen.
Mr. Donnelly has also ruled that the text of messages received from the Russians on science hotline at the Jet Propulsion Laboratory in California will be withheld, in repsonse to a Soviet request. The Russians have sent three messages, two giving information on their unmanned
exploration of Mars, the space agency says.
A source at the Manned Spacecraft Center said that engineers who went to Moscow had been unaware of any embargo on inforation, but have been instructed since their return not to talk to newsmen. (...)
