• Enforce the framework of rules, by which market transactions are based upon (contracts, financial agreements, preventing abuse or malpractice).
• Practice law and order, so as to minimise corruption and blatant bureaucracy, and in so doing allow markets to function in a more efficient and socially benefitial manner.
• Establish a stable framework of laws, which do not change with a prospective change in the power structure or members of the governmental body at large.
• Protect private property rights, to ensure the best possible allocation of resources and prolonged prosperity (without property rights, property tends to be abused or not maintained). Ensuring higher economic efficiency and growth, even to the benefit of 'property-less' individuals.
• Analyse external costs and benefits, such as: pollution from a coal plant, since much of the cost is by third parties breathing in the contaminated air. However, political horizons tend to be much shorter than economic ones and so not much is invested into actually improving education (since it takes long to appreciate the results), for example.
• New laws and policies should be applied marginally (incrementally) not categorically, so as to avoid negative side effects as well as opening the door to dictatorial despotism. Truly analysing - economically, mind you - if the benefits of new and existing regulations actually outweigh the costs.
