V prvně jmenované zemi se kupříkladu vzhledem k rozporuplným, ba protichůdným teoriím Scotland Yardu o londýnských výbuších a policejní popravě osmi výstřely do hlavy již na zemi ležícího Brazilčana (zpráva vyšetřovací komise Independent Police Complaints Commission) ptají, kde že se to nachází hranice marciálního způsobu boje proti fenoménu „populárně“ (a nebo populisticky?) nazývanému "mezinárodní terorismus". V minulém roce přispěly ve Španělsku lži a manipulace okolo pumových atentátů v Madridu k pádu Aznarovy vlády, za nynější socialistické vlády se z podobných důvodů pokouší soudce Juan del Olmo z nejvyššího Národního soudu „právní cestou“ umlčet renomovaný španělský deník El Mundo. Ten totiž zveřejnil a několikrát detailně potvrdil nepříjemné informace, že španělská policie nejen o plánovaných útocích věděla, nýbrž že do akce, která stála život 192 lidí, byli dubiózním způsobem zapleteni špiclové a informátoři policie, Guardia Civil i tajné služby CNI. Vzhledem k těmto a podobným zkušenostem nepůsobí vidina „preventivní vazby“, o které v Německu uvažují „červený“ spolkový ministr vnitra Schily a jeho „černý“ bavorský kolega Beckstein zrovna uklidňujícím dojmem.

Uvnitř západního společenství, jehož součástí jsme se po roce 1989 stali, probíhá proces, ve kterém se právo čím dál tím více stává obětí politické manipulace. Zatímco je pod heslem boje proti terorismu ignorovány platné mezinárodní právo i konvence a vedou se ilegální války (Jugoslávie, Irák), jejichž výsledkem jsou „kolaterální škody“ v podobě chaosu, devastace a desetitisíců civilních obětí, mění se tzv. otevřená společnost krok za krokem v dozorčí stát.

Přitom je v občanovi vyvoláván dojem, že nebezpečí přichází zvenčí a demokratický právní stát má existenční patent s garancí věčnosti. Jenže i sebelepší ústava se změní v bezcenný cár potištěného papíru, iluze svobody, pokud společnost opustí vůle ji dodržovat. Perverzní na tom není eventuelní policejní přehmat, nýbrž fakt, že během proklamovaného exportu demokracie do světa dochází pod heslem zachování vnitřní bezpečnosti státu k jejímu postupnému omezování u jejích vývozců. Nejmodernější sledovací technika, zavádění průkazů totožnosti s biometrickými údaji, možnost vazby bez soudního rozsudku, vnitrostátní nasazení armády spolu s dalšími plánovanými „opatřeními“ pocit bezpečnosti spíše sugerují než zaručují a dlouhodobě poslouží spíše kontrole „průhledných“ občanů, než jejich ochraně před různorodě motivovaným teroristickým násilím. To je de facto v podmínkách probíhající globalizace, při které zároveň kolabují kdysi těžce vydobytá pravidla mezinárodního soužití, mocenskými prostředky právního státu de facto neuchopitelné.

Trend současného vývoje „od presumpce neviny k předpokladu viny“ opouští jednu z základních filozofických zásad právního státu. Lze očekávat, že se tento trend v rámci obecně vládnoucího proudu reálně existující politiky nevyhne ani naší zemi. Na tyto teknotrendy naši osvědčení matadoři „občanské společnosti“ a bdělí ochránci „právního státu“ v čele s exprezidentem-dramatikem samozřejmě nereagují. Na jejich pozadí se jeví kauza CzechTeku jako zástupný problém odvádějící pozornost od problémů zásadních. Jako bychom chtěli v podmínkách technicky přebujelé civilizace za každou cenu imitovat postupný soumrak dávné římské republiky: čím menší je občanův reálný vliv na věci veřejné, tím žádanější jsou iluzionistická představení podobného typu, v jejichž souvislosti je možné vést vcelku nezávazné debaty na téma právo, svoboda, demokracie. Budoucnost ukáže, zda z nich zbude víc než možnost se občas vyřádit na zelené louce.

Transport George Orwell's novel 1984- in which a totalitarian Big Brother government tries to rule citizens' lives and control their thoughts - into the 21st century, and it would look a lot like China today.

Consider what happened this week. Continuing a long battle to curb what it considers a subversive information source - the Internet - China tightened its censorship of online news services and bulletin boards.

Major search engines and portals have been ordered to stop posting unauthorized commentary. Only opinion pieces from government-controlled sources are allowed. Private individuals and groups must register as "news organizations" before operating e-mail distribution lists. Anyone who violates the rules faces prison. Already, China has jailed a journalist for sending text of a Communist Party memo to foreign websites.

Distressingly, Western companies, notably Yahoo, have cooperated with the authorities as a price of being allowed to do business in China. In doing so, they become partners of the totalitarian state. The specter arises that the Internet, usually assumed to be a catalyst for free speech and democracy, is becoming a tool for repression. If China is successful, other regimes no doubt would follow.

China, of course, can't possibly stamp out all material it doesn't want its citizens to see. Internet use in China is soaring, along with cellphone use and text messaging. About 8% of China's 1.3 billion people are now Internet users. Many have proven adept at skirting the most advanced censorship methods in the world.

At this point, it's anyone's guess how many Chinese will succeed in getting a free flow of information, and how many will be scared off by government intimidation or manipulated by censorship and propaganda.

What's more clear is that democratic nations and their companies should not help China's Thought Police turn the Internet into a platform for Orwellian Newspeak and Doublethink. However appealing collaboration might seem, they would eventually find that the world of 1984 was not a pleasant place.

All the speculation has forced the British government to come up with a new Official Story on what the two police-murderin', anti-tank-weapon-totin', Arab-dress-sportin' soldiers were up to in Basra:

"TWO SAS soldiers rescued last week after being arrested by Iraqi police and handed over to a militia were engaged in a 'secret war' against insurgents bringing sophisticated bombs into the country from Iran.

The men had left their base near the southern Iraqi city of Basra to carry out reconnaissance and supply a second patrol with 'more tools and fire power', said a source with knowledge of their activities.

They had been in Basra for seven weeks on an operation prompted by intelligence that a new type of roadside bomb which has been used against British troops was among weapons being smuggled over the Iranian border."

and:

"'Since the increase in attacks against UK forces two months ago, a 24-strong SAS team has been working out of Basra to provide a safety net to stop the bombers getting into the city from Iran,' said one source. 'The aim is to identify routes used by insurgents and either capture or kill them.'"

You can replace 'source with knowledge of their activities' by 'Blair spin-artiste' to get a more accurate feeling for what is going on here. As propaganda goes, it's a twofer, simultaneously explaining that these weren't British agents provocateurs, and that Iran is somehow to blame for the problems in Basra. I suppose the secret mission in the hinterland of Basra explains what they were doing in Basra itself, near where there was to be a protest against the British seizure of a local leader blamed by the British for their recent problems in the area. It suppose it also explains why they didn't just identify themselves as British soldiers when challenged, instead of getting into a firefight with local authorities (who, after all, were just doing their jobs). I suppose it also explains why it took the British days and days to come up with their latest version of the truth. The Iraqis, who haven't got the luxury of lying to themselves about the motives of a government which, after all, is a documented liar on the reasons for entering the war in the first place, know what the truth is.


In the meantime, in the last 24 hours we hear that the British are:


1. definitely pulling out of Iraq starting next May; or

2. definitely not pulling out; or

3. sending in more SAS soldiers so they can definitely pull out.


The bottom line is that Tony can't pull out British troops as it would leave his master George too politically exposed, and George - notwithstanding all the planning being done on the 'left' of American politics to make the pull-out as humane as possible - won't remove American troops as long as there are American bases in Iraq. Since there will be American bases in Iraq until the Americans are forced to give them up, I wouldn't be holding my breath on any Anglo-American troop withdrawal any time soon. When it does occur, I can guarantee that it will be done absolutely and completely without the slightest regard to the effect it will have on the Iraqi people, and for totally selfish American reasons.

Entire 101st Airborne Deploying To Iraq

The 101st Airborne Division is once again answering the call to serve in Iraq.

Around 20,000 soldiers got their final briefing Friday afternoon at Ft. Campbell. It's been two years since the division was last deployed to Iraq.

Soldiers will board planes and be heading off Friday to do numerous duties, including helping train Iraqi law enforcement. Families took the afternoon to say goodbye.

This is just the 5th time in the history of the 101st that the entire division has been deployed all at once. The soldiers will be gone a year.

LONDON COPS seem to be picking up people at random, accusing them of being terrorists and taking their electronic goods into custody.

David Mery, who among other things is an IT reviewer and who we know pretty well, was waiting for his girlfriend with his laptop in his rucksack in Southwark tube station. The next thing he knew he was surrounded by uniformed cops, cuffed and his rucksack checked for devices.

Police found a "nice laptop" in the bag which they confiscated. He was charged with suspicious behaviour and public nuisance and hauled off to Walworth police station, to be fingerprinted and get a DNA swab done.

Mery's flat was then searched and they found all the usual stuff that journo geeks have at their place including ancient mobile phones a Jurassic period IBM Stinkpad, a BeBox tower computer, a handheld GPS receiver, a frequency counter, a radio scanner, a blue RS232C breakout box, cables, a Black Hat computer security conference leaflet, envelopes with addresses, maps of Prague and London Heathrow, and some business cards.

There were also some snaps of the ACM97 conference – for the 50 years of the Association of Computing Machinery.

Mery was told the only reason they had arrested him was because there was a firearms incident at his work last year. He was let go but they have decided to hang on to his laptop and the other stuff they confiscated from his flat.

Although Mery has a slight French accent, and is an Open Sauce advocate, he could have just been a normal geek on the street. At least he can count himself lucky that he wasn’t a South American electrician. They have a short life expectancy on the London Underground.

USA Bars Robert Fisk From Entering Country

U.S. immigration officials refused Tuesday to allow Robert Fisk, longtime Middle East correspondent for the London newspaper, The Independent, to board a plane from Toronto to Denver. Fisk was on his way to Santa Fe for a sold-out appearance in the Lannan Foundation’s readings-and-conversations series Wednesday night.

According to Christie Mazuera Davis, a Lannan program officer, Fisk was told that his papers were not in order.

Davis made last-minute arrangements Wednesday for Amy Goodman, host of Pacifica Radio’s daily news show, Democracy Now!, to interview Fisk via satellite from a television station in Toronto. He appeared on a large screen onstage at the Lensic Performing Arts Center.

The controversial British journalist, who is based in Beirut, filed many eyewitness reports on the U.S. invasion of Iraq and criticized Western reporters for “hotel journalism ,” a phrase he coined to describe correspondents who covered the war from heavily fortified hotel suites and offices.

The Shia militia accused of taking two SAS soldiers hostage in Basra this week sought to stoke growing anti-British sentiment in southern Iraq yesterday by accusing London of masterminding terrorist attacks in the country.

The smear campaign is another blow to the British Army's hopes of restoring its affection among locals and its previously good relationship with Basra's administration - two factors that have distinguished the British-controlled south from Iraq's chaotic Sunni Arab provinces.

Relations with Iraqi authorities in the country's second city sank to their lowest level after Basra's governing council announced it was ending all co-operation with British forces in response to Monday's rescue of the two soldiers.

Basra's governor, Mohammed al-Wa'eli, accused Britain of "imperial arrogance".

He told Reuters news agency: "The governing council has decided to stop all co-operation with the British until they meet three demands. To apologise for what happened, to guarantee that it does not happen again, and third, to provide some compensation for all the damage they did during the operation."

Abdel Hadi al-Daraji, the cleric's top official in his main bastion, the sprawling Sadr City slums of Baghdad, told The Daily Telegraph that Britain was plotting to start an ethnic war by carrying out mass-casualty bombings targeting Shia civilians and then blaming the attacks on Sunni Arab groups.

"Everyone knows the occupiers' agenda," insisted Mr Daraji, who is currently the only Mahdi army official authorised to speak directly on Sadr's behalf.

"They are in bed with Mossad [the Israeli intelligence service] and their intention is to keep Iraq an unstable battlefield so they can exploit their interests in Iraq." But Mr Daraji insisted that Sadr was not going to call for a Shia uprising in Basra, where he enjoys only a limited, if growing, following in the city's slums.

"We have to take the moral high ground and resist this provocation by the British," he said. "This is a very dangerous, very sensitive time in Iraq but we must calm our supporters or we will fall into the British trap."

Čin hodný Josepha Goebbelse

Plán vypracovat seznam historických událostí, které bude trestné oslavovat, je známkou toho, že se Blair konečně zbláznil. O navrhovaném opatření píše Simon Jenkins v deníku Guardian:

Britský ministr vnitra Charles Clarke slíbil premiérovi, že nechá odsoudit na pět let do vězení každého, kdo bude "glorifikovat, vychvalovat či oslavovat" nějaký teroristický čin, spáchaný za posledních 20 let. Je jedno, zda půjde o úmyslnou či neúmyslnou glorifikaci. Pokud se někdo rozhodne interpretovat to, co píšu či říkám, jako glorifikaci terorismu, i když na základě toho nespáchají žádný teroristický čin, znamená to, že jsem spáchal trestný čin, píše Simon Jenkins.

A Clarke připravuje seznam teroristických činů, spáchaných v minulosti, které bude trestným činem oslavovat. K tomu Clarke přidá otevřený katalog dalších událostí. Půjde o násilné činy proti lidem, majetku, či - bizarně - elektronickým systémům kdekoliv na světě, pokud má být cílem prosazovat tím nějakou politickou, náboženskou či ideologickou kauzu či ovlivňovat vládu.

Tento překvapivý návrh zákona vypracoval během léta jakýsi pracovník Blairova úřadu v Downing Street. Podle Jenkinse to připomíná práci starého známého Výboru pro neamerické záležitosti ve Washingtonu v padesátých letech a zároveň sovětské akademie věd.

Jasnou známkou toho, že šéf státu ztrácí svůj styk se skutečností, je to, když začne zasahovat do historie. Blairova "Nová labouristická strana" se zrodila z popírání vlastní minulosti. Blairova strana byla "nelabouristická", "neliberální", "nekonzervativní" - "byli jsme to prostě my". Proto Clarke nepotřebuje cenzurovat události před jejím vznikem. Proto ta hranice poloviny osmdesátých let.

Terorismus, jak je definován tímto zákonem, se však v podstatě kryje s historií lidstva, míní autor. Britská prokuratura by měla najmout experty na Alexandra Velikého, Džingischána, Innocenta III. a na protireformaci v Jižní Americe. Bude muset studovat křižáckou výpravu proti Albigenským.

Toto je vláda, která se zabývá trivialitami a jedná, podle toho, co ji napadne. Clarkův seznam prý nebude obsahovat žádné teroristické činy, které spáchali Irové. Proč? Proč mají zrovna Irové dostat výjimku? Brzo si zřejmě různí pachatelé teroristických činů budou mít možnost vyjednat, aby zrovna jejich činy nebyly začleněny do seznamu teroristických činů britské vlády, které bude zakázáno vychvalovat.

I pokud nepoukážeme na banalitu, že to, co je pro jednoho člověka teroristickým činem, je pro druhého aktem hrdinství, vznikají velké problémy. O britském bombardování německých měst na konci druhé světové války řekl sám Churchill, že je jeho účelem "zvýšit teror". Zničení Hirošimy jadernou bombou bylo zcela zjevně politicky motivovaným útokem na lidi a na majetek. Letos v srpnu jej sice média neglorifikovala, ale zcela určitě ho oslavovala.

Budou na seznamu zakázaných událostí také Hirošima a Drážďany? Spisovatel Joseph Conrad měl pravdu: "Terorista a policista pocházejí ze stejného košíku."

Tímto rozšířením cenzury se stává každý obhájce každého osvobozeneckého boje pachatelem trestných činů. Ještě to však může dopadnout špatně, míní autor a vysvětluje:

Já mám možnost činit morální rozdíl mezi Blairovým tažením proti některým muslimským státům a mezi násilnými činy, zorganizovanými organizací al Kajda proti mně. Já mám právo si myslet, že moje válka je správná kauza a jejich nikoliv.

Soudy ale toto takto rozlišovat nesmějí. Účelem americkobritského útoku proti Iráku v březnu 2003 bylo zastrašit civilní obyvatelstvo Iráku, aby svrhli Saddáma. Operace se jmenovala "Shock and Awe" - Šok a bázeň. Vychloubala se tím cílem.

Downing Street není sama v tomto orwellovském myšlení. Tento týden se k němu přidal i Brusel. Evropská komise varovala média, aby nepřijímala "zjednodušený a spiklenecký názor na svět tam, kde jde o nespravedlnost a útlak." I novináři si prostě mají dávat pozor a "nezjednodušovat".
