Annan raises terror threats in plea for overhaul of world security system

MUNICH, Germany (AP) - UN Secretary General Kofi Annan appealed Sunday for Europe and the United States to back a major overhaul of global security measures used to combat terrorism, to keep weapons of mass destruction from spreading and quell regional conflicts.

Annan presented an apocalyptic warning as he lobbied for new, common steps after the deep divisions that opened up within the United Nations over the Iraq war in 2003.

"We must strengthen our collective defences," he told an international conference of top security officials.

"If New York or London or Paris or Berlin were hit by a nuclear terrorist attack, it might not only kill hundreds of thousands in an instant," he said, "it could also devastate the global economy, thereby plunging millions into poverty in developing nations."

More broadly, he urged the European Union and the United States to work more closely as "the backbone of a new world order in the 21st century."

"Jsem velký lobbista," říká sám o sobě Karel Kovanda. Na to, že by měl nudný život, si Karel Kovanda nemůže stěžovat. Narodil se za války v Anglii kousek od skotských hranic. Koncem 60. let si už jako studentský aktivista v Praze vysloužil svým vzezřením připomínajícím legendárního revolucionáře přezdívku Che Kovanda. Tím však podobnost končila. Studentská hnutí u nás a v západní Evropě, která Che Guevaru tolik obdivovala, byla "o něčem jiném", jak je dnes v módě říkat. Rok a půl po sovětské okupaci Che Kovanda emigroval do USA. Mezi studiem a manažerskou prací si v 70. letech "odskočil" do Pekingu, kde pracoval v čs. vysílání čínského rozhlasu. V roce 1990 se vrátil domů a nabídl své služby diplomacii. Po rozdělení federace se stal prvním stálým představitelem České republiky při Organizaci spojených národů (OSN). Je také jeho zásluhou, že ČR byla pouhý rok po svém vzniku zvolena na dva roky nestálým členem Rady bezpečnosti OSN a podílela se tak na rozhodování nejvlivnějšího mezinárodního orgánu. Při rotačním předsednictví jednotlivých zemí v radě to byla i hlava naší mise, kdo dostal příležitost na chvíli "řídit zeměkouli". Nyní byl Kovanda jmenován zástupcem generálního ředitele pro zahraniční vztahy v Evropské komisi v tzv. Relexu, který patří k nejprestižnějším generálním ředitelstvím v EK. Vše je super a bez poskvrny, prostě ideální kandidát, ostatně jak sám tvrdil, být vysokým diplomatem byl jeho životní sen. To, že se do vysoké funkce dostal, jak sám opět říká tak, že zaskočil za Jirkou Dienstbierem a nabídl mu své služby, trochu zavání, ale budiž. To, že Jirka Dienstbier nikoho neměl, a tak z něj udělal ambasadora při OSN, kde nakonec předsedal radě bezpečnosti, už docela smrdí. To, že při Kosovské krizi kritizoval jako státní úředník vládu za to odmítala podepsat souhlas s bombardováním Jugoslávie, a vyvinul na vládu takový tlak, že nakonec vláda ustoupila a podepsala, dokazuje, že pan Kovanda není obyčejný manažer, jak o sobě rád prohlašuje. Vrcholem všeho byla jeho účast na Bilderbergerovské konferenci ve dnech 14 až 17 května 1998 ve skotském Turnberry. Již protokol z první Bilderbergerovské konference v roce 1954 obsahuje následující slova, která ukazují, že jde o mnohem více než neoficiální diskusní klub: "… rozvinout mezinárodní řád, který bude hledět za krizi současných dnů. Až čas uzraje, naše dnešní koncepce světových záležitostí bude rozšířena na celý svět." Jak poznamenal Benjamin Disraeli: "Svět je řízen velmi rozmanitými osobnostmi, z nichž si představujeme pouze ty, kteří nejsou za scénou."

Bilderbergové soustavně vyhledávají politiky předtím než dosáhnou vrcholu. Příklady mohou být Harold Wilson, Edward Heath, Helmuth Schmidt a Tony Blair - a tento způsob získávání talentů se zdá více než věcí štěstí. Bilderbergerové však požadují takovou kombinaci korporatismu a socialismu, která odráží filosofii fašismu 30. let. Jak deklaroval senátor Javits ve zprávě Kongresu USA z 11. dubna 1964, "jako vedoucí figury jsou zváni ti, kdo díky speciálním znalostem a zkušenostem mohou pomoci příštím Bilderbergovským cílům". Spojení s fašismem je ovšem osobnější, protože mezinárodní bankéř Paul Warburg, zakladatel (Bilderbergům blízké) americké "Komise pro zahraniční vztahy" a zastánce "Světové vlády", byl bratrem Maxe Warburga, jehož podpis se spolu s Hitlerovým objevuje (17. 3. 1933) na nařízení Hjalmara Schachta vedení Říšské banky. Největším známým Bilderbergovským převratem bylo odstranění Margaret Thatcherové z úřadu v listopadu 1990, které bylo naplánováno na schůzce na ostrově La Toja u atlantického pobřeží Španělska o víkendu 11. května 1989. Takže Karle Kovando, to jste se pěkně vybarvil.

Ukrainian Post Modern Coup completes testing of New Template

The U.S. government and allied forces' year-end installation of Victor Yushchenko as President of Ukraine have completed the field-testing of the "Post Modern Coup". Employing and fine-tuning the same sophisticated techniques used in Serbia in 2000 and Georgia in 2003 (and unsuccessfully in Belarus in 2001), it is widely expected that the United States will attempt to apply the same methods throughout the former Soviet Union.

"We have to confront those forces that are committed to reproduce a Georgian or Ukrainian scenario," Kyrgyz President Askar Akayev stated on December 26, the day of the coup, "we'll not allow the import of Rose [Georgian] and Orange [Ukrainian] revolutions in our country." One day later, the Kazakh government launched a criminal case against the Soros Foundation for tax evasion, one of the coups' financiers. And last spring, Uzbek President Islam Karimov accused Soros of overseeing the revolution in Georgia, and condemning his efforts to "fool and brainwash" young intelligentsia in his own country, banned the group. The same networks are also increasingly active in South America, Africa, and Asia. Top targets include Venezuela, Mozambique, and Iran, among others.

The method employed is usefully described by The Guardian's Ian Traynor in a November 26, 2004 article entitled "US campaign behind the turmoil in Kiev," during the first phase of the coup:

"With their websites and stickers, their pranks and slogans aimed at banishing widespread fear of a corrupt regime, the democracy guerrillas of the Ukrainian Pora youth movement have already notched up a famous victory - whatever the outcome of the dangerous stand-off in Kiev.

[T]he campaign is an American creation, a sophisticated and brilliantly conceived exercise in western branding and mass marketing that, in four countries in four years, has been used to try to salvage rigged elections and topple unsavory regimes.

Funded and organized by the US government, deploying US consultancies, pollsters, diplomats, the two big American parties and US non-government organizations, the campaign was first used in Europe in Belgrade in 2000 to beat Slobodan Milosevic at the ballot box.

Richard Miles, the US ambassador in Belgrade, played a key role. And by last year, as US ambassador in Tbilisi, he repeated the trick in Georgia, coaching Mikhail Saakashvili in how to bring down Eduard Shevardnadze. Ten months after the success in Belgrade, the US ambassador in Minsk, Michael Kozak, a veteran of similar operations in central America, notably in Nicaragua, organized a near identical campaign to try to defeat the Belarus hardman, Alexander Lukashenko.

The operation - engineering democracy through the ballot box and civil disobedience - is now so slick that the methods have matured into a template for winning other people's elections"

Much of the coup apparatus is the same that was used in the overthrow of President Fernando Marcos of the Philippines in 1986, the Tiananmen Square destabilization in 1989, and Vaclav Havel's "Velvet revolution" in Czechoslovakia in 1989.

As in these early operations, the National Endowment for Democracy (NED), and its primary arms, the National Democratic Institute for International Affairs (NDI) and International Republican Institute (IRI), played a central role. The NED was established by the Reagan Administration in 1983, to do overtly, what the CIA had done covertly, in the words of one its legislative drafters, Allen Weinstein.

The Cold War propaganda and operations center, Freedom House , now chaired by former CIA director James Woolsey, has also been involved, as were billionaire George Soros' foundations, whose donations always dovetail those of the NED.

What is new about the template bears on the use of the Internet (in particular chat rooms, instant messaging, and blogsites) and cell phones (including text-messaging), to rapidly steer angry and suggestible "Generation X" youth into and out of mass demonstrations and the like -- a capability that only emerged in the mid-1990s.

"With the crushing ubiquity of cell phones, satellite phones, PCs, modems and the Internet," Laura Rosen emphasized in Salon Magazine on February 3, 2001,"the information age is shifting the advantage from authoritarian leaders to civic groups."

THE FEDERATION OF GLOBAL NATION: WHY DO WE NEED IT?

Accountability: It will make Regional Governments, that is, the government of your own country, more accountable for their administration over the people. Regional Governments that become prone to corruption and mismanagement will be dissolved and replaced with fresh new Governments that work for the people.

Universal Security and Defence Forces: The Federation will absorb all Naval, Air, Ground and Orbital defence and security forces from the Regional Governments and bind them into one Federation Force. The Federation will maintain the complex issues of operations and procedures involved in running these forces. This frees Regional Governments from the burdens of defence and security and allows them to concentrate entirely on the domestic policies. Enabling them to serve you better.

Unified civil and criminal law: Under universal law, no matter where you go to in the world you will know what’s legal and what isn’t. These laws will be just and fair. The federation places high values and care not just on a select few but on every human being. The federation constitution demands equality for all people of all races, colour or creed.

No Death penalty: There will be no death penalty in the federation. Under the Federation new super-technologies will be implemented of which Global Nation holds patents on. Federation Citizens who are found guilty of a Felony or A High Felony like Murder or Terrorism will first be incarcerated within Federation Territory and subject to Federation GPS-Dissident Chip laws. (GPS-Dissident Chips are Global Positioning System microchips encoded with the offenders classified offence and personal details which can be tracked and monitored by Federation Civilian & Military Satellites) GPS-Dissident Chips are injected by neurosurgeons under the base of the skull - making it impossible for Convicted Felons to remove them without endangering their lives. The technology and knowledge to insert and extract GPS-Dissident Chips will only be able to be performed by qualified Federation Neuro-Surgeons.

Anyone under 18 is released after GPS-Dissident Chips insertion and placed in the care of a Child re-education agency.

Anyone over 18 is dealt with by the Federation in the following manner:

Low Level Felons (Still to be classified): Undetermined Exile to either male or female controlled Federation Penal Colonies. A territory that is within federation Borders but in isolation from a civilian population. Set up with basic farms. Basic farming equipment and housing. Monitored by Federation Satellites and randomly visited by Federation Correctional Officers. These Felons have a chance of being released back into society after undergoing re-education and reprogramming technologies.

High Level Felons (Murderers, Violent Sex Offenders, Terrorists): Permanent Exile to either male or female Federation Monitored Penal Colonies - Off shore or Off world. A territory that is outside official federation Borders and in extreme isolation from a civilian population. Set up with basic farms. Basic farming equipment and housing. Monitored by Federation Satellites and randomly patrolled by Federation Military Forces. These Felons will fend for themselves for the rest of their natural lives.

Universal Taxation: Under the federation there will be a standard across board taxation system. Under $25,000 1-5% , $30,000 - $40,000 per year would pay a 10% income tax. Above that a flat tax of 20% would apply. Corporations would pay 30%. A Corporation that tripled its profits would have to pay 30% plus 5% for every multiple over. There will be a ceiling on corporate income. The ceiling applies on Corporations with multi-billion and trillion dollar revenues. This is implemented to stop large corporate entities from consuming and closing down small family and community sized businesses.

Global health services and Medicare System: A Federation Medicare System shall be installed to provide comprehensive health care to all citizens. Treatment shall be based on medical priority regardless of patients' income and shall be financed out of a global Medicare taxation levy. Prescriptions shall be subsidised to people on low incomes, children, expectant mothers, pensioners and other groups. Under the Federation you will be treated with the same high standards of health care when holidaying in Africa as you would when in Australia or England. If you get sick while in another country you will simply be able to check into a local doctor or hospital and be treated with the same care and cover as if you were at home. Over the first decade under the Federation the infrastructure of countries with poor or low hospital conditions will be a priority and rebuilt by the Federation to the high standards elsewhere in the world. No one will miss out.

Standardized education and Higher Education: Your degree in one country will be the same as in another. You can work anywhere in the world in your field without having to requalify.

A global currency: “ An unregulated global economy dominated by corporations that recognize money as their only value is inherently unstable ... and is impoverishing humanity in real terms” - Dr. David C.Korten.

A Federation controlled one-world currency would eliminate currency speculation and the massive problems associated with countries taking advantage of other countries with weaker exchange rates. You would not lose a cent in exchange when travelling, the inconveniences and frustrations of forking out thousands of dollars to buy a couple of hundred dollars in another country would vanish. One dollar here would be the same as a dollar over there.

Oil and fossil fuels: One of the greatest problems associated with poverty and war in this world is the manipulation of the oil fields and other natural resources. At present greedy individuals, and companies control these vital resources. While it is fair that countries and companies should profit from the efforts of speculation, exploration, extraction and refinery of these vital fuels - it is not viable at the expense of human suffering that they should control, store and distribute such resources as they see fit. Under the federation all post extracted resources will become the property of the people and be distributed evenly by the Federation. High oil prices will cease to exist. Oil and other fuels will be subject to low holding and distribution levies. With the Federation controlling these important elements, the preservation of our natural resources will be able to be properly monitored and maintained.

Freedom of Movement: The citizens in the federation will become one people and one nation allowing them to travel or migrate to any other country in the Federation without hindrance or persecution. If you wanted to move from Hong Kong and live and work in New Zealand to be with relatives or friends you would be able to do so. People on low income, of less than 20,000 per year, would be able to apply for Federation Migration Transport status once per year. On approval, which is subject to a Regional population support level, individuals will be granted free federation transport whether via land, sea or air to any destination in the Federation.

Environmental Controls and Alternative Energies: The Federation will install universal environment controls. The Constitution demands the preservation and stabilization of mother earth. To aid in this, the federation will engage in scientific increase and creation of alternative fuels and power systems. Coal and Nuclear power plants will become dinosaurs of the past; the internal combustion engine will become an ancient machine. All advanced technologies that were previously hindered by the power of oil monopolies will be allowed to come into operation.

Natural Disasters: The death and mayhem associated with the natural disasters that happen in our world today will be reduced considerably. A global Emergency Service will immediately respond to victims of natural disasters by rescuing people from the effected area, repairing the damage and re-settling them back into the area if they choose so. The Federation Emergency Services will monitor possible danger areas and alert citizens and help evacuate before the events take full toll.

Water & Drought Relief : The fresh water shortages that plague the world today will become issues of past history. The Federation using its empowerment will restore vital water supplies throughout the world to the people utilizing new technology that pipes sea water into special water refineries to deliver freshwater. Other technologies will be utilized to humidify arid regions and generate new economies and social infrastructure for regions that are disadvantaged by water resources.

It turns out that during the Cold War, European governments and secret services conspired with a NATO-backed operation to engineer attacks in their own countries in order to manipulate the population to reject socialism and communism.

It was called “the strategy of tension” and it was carried out by members of secret stay-behind armies organized by NATO and funded by the CIA in Italy, Portugal, Germany, Spain, and other European countries. The strategy apparently involved supplying right-wing terrorists with explosives to carry out terrorist acts which were then blamed on left-wing groups to keep them out of power.

Only three countries, Italy, Belgium, and Switzerland, have had a parliamentary investigation into NATO’s role and a public report. The US and UK, the two nations most centrally involved, are refusing to disclose details, so crucial pieces of the story are missing. Still, Ganser’s book offers some disturbing insights into a hidden aspect of the Cold War.

"...when the revolutionaries temporarily renounce the use of force ….US army intelligence must have the means of launching special operations which will convince Host Country Governments and public opinion of the reality of the insurgent danger…”

That’s to say, if there wasn’t any terrorism to speak of, the secret armies were prepared to get some going.

DID ISRAEL ATTACK THE UNITED STATES WITH CHERTOFF'S AID?

It is a little known, but historical fact that Israel has attacked the United States several times. Yet, we now know that our New Homeland Security Chief helped Israel to do so.
In 1954, Israeli agents working in Egypt planted bombs in several buildings, including a United States diplomatic facility, and left evidence behind implicating Arabs as the culprits. The ruse would have worked, had not one of the bombs detonated prematurely, allowing the Egyptians to capture and identify one of the bombers, which in turn led to the round up of an Israeli spy ring.

Some of the spies were from Israel, while others were recruited from the local Jewish population. Israel responded to the scandal with claims in the media that there was no spy ring, that it was all a hoax perpetrated by "anti-Semites". But as the public trial progressed, it was evident that Israel had indeed been behind the bombing. Eventually, Israeli's Defense Minister Pinhas Lavon was brought down by the scandal, although it appears that he was himself the victim of a frame-up by the real authors of the bombing project, code named "Operation Susannah."

Pentagon to broadcast to millions of U.S. homes

The U.S. military is to beam its own news coverage to millions of Americans.

Moving on from its phase of embedding journalists, or as some would say, 'a policy of restricting and controlling the flow of information,' the Pentagon will now produce and disseminate the news itself. It will be beamed to the public at no charge. The service will emanate from what is known as the Pentagon Channel, an internal public relations television unit within the Department of Defense. It was set up nine months ago.

The government-run TV service will be channeled to the public through EchoStar Communication's Dish Network which will offer the Pentagon Channel to its more than 11 million viewers on a no-cost basis. Programming will appear on the network's public interest channels and will operate 24 hours a day, seven days a week.

Dish viewers will be kept up to date with current military news and information including Department of Defense news briefings, military news, interviews with top defense officials, and short stories about the work of military people.

'We appreciate Dish Network's decision to carry the new Pentagon Channel on their satellite TV system,' said Defense Department spokesman Larry Di Rita. 'Their support helps us fulfill our mission of providing timely military news and information.',

Tragically, too much of the legislation enacted by Congress [is] in a knee-jerk reaction to 9/11 . . . The Patriot Act took the first, disastrous step toward fundamentally changing our way of life. Then came the homeland security bill, followed by the 9/11 intelligence reorganization bill. And now the Real ID Act of 2005 (H.R. 418) will be voted on Thursday, February 10th.

1. Establish a national ID card.
2. Establish a federally-coordinated database of personal information on American citizens with Canada and Mexico.
3. Use the new national ID to track American citizens when traveling outside the U.S. -- and within the U.S.
4. Re-define "terrorism" in broad new terms that could include members of firearms rights and pro-life groups or other such groups as determined by whoever is in power at the time.
5. Authorize the secretary of the Department of Homeland Security to unilaterally expand the information included in driver's licenses, including such biometric information as retina scans and DNA information -- and even radio frequency identification (RFID) tracking technology. Carry a driver?s license with RFID and governmental officials will know your whereabouts 24/7.

Teroristé z al-Kajdá procházejí výcvikem v US army

Americký list New York Daily News zveřejnil nedávno šokující zprávu. Jeden z přívrženců teroristické organizace al-Kajdá ze Saúdské Arábie se školil v minulém roce v kurzu amerického vojenského letectva. Po jeho ukončení ho spolu s rodinou těsně před odletem z USA zadrželi agenti FBI. Vycvičený terorista nakonec odletěl do Saúdské Arábie, kde ho zadržely místní bezpečnostní orgány. Velkým otazníkem zatím zůstává, na jakou odbornost ho americké vojenské letectvo školilo. Podle důvěrných zdrojů se v tomto případě nejednalo o běžného teroristického pěšáka. Zadržený terorista, příslušník saúdských ozbrojených sil, zjevně patří k vyšším řídícím článkům al-Kajdá. Znal mimo jiné adresy řady konspiračních bytů teroristické organizace v Saúdské Arábii a výsledkem jeho výslechů bylo údajně zatčení 51 dalších příslušníků al-Kajdá. Americké i saúdské tajné služby uvalily na celou záležitost nejpřísnější embargo. I přesto však pronikly na veřejnost některé velmi důvěrné informace. Poté, co byly odhaleny styky saúdského frekventanta s al-Kajdá, zasáhli do celé záležitosti zvláštní agenti tajné služby amerického vojenského letectva pod velením brigádního generála Pattersona. Ten později zveřejnil prohlášení, že jeho skupina provedla ve spolupráci s FBI úspěšnou antiteroristickou operaci. Po zveřejnění šokující informace o průniku příslušníka al-Kajdá do nejtajnějších struktur amerického vojenského letectva přijala americká armáda nejpřísnější bezpečnostní opatření. Znalci amerických tajných služeb jsou však v tomto směru poměrně skeptičtí. Poukazují na skutečnost, že přes rozsáhlá antiteroristická bezpečnostní opatření existují v americkém ochranném systému díry, umožňující infiltraci teroristů z al-Kajdá. Americký list na základě důvěrných informací upozorňuje, že Saúdská Arábie se stala největším výrobcem a sponzorem teroru . Přitom tento režim patří k nejvěrnějším spojencům USA. V souvislosti s tím se v zahraničních médiích objevila další úvaha: jestliže se teroristé, kteří zaútočili 11. září na mrakodrapy newyorského Světového obchodního centra, připravovali na tuto akci v amerických civilních leteckých školách, nově příchozí stoupenci al-Kajdá se, jak ukázala poslední akce FBI, připravují na nejvyšší úrovni v samém srdci amerických ozbrojených sil. A to je obzvlášť znepokojující zpráva.

Congress Considers Evacuation Tracking

The U.S. House is evaluating tracking technology for possible deployment at Congressional facilities in order to locate House members, staff and visitors during emergencies.

"An RFID-hybrid solution would be optimal," Michielsen says. Such a hybrid could combine biometric identifiers with RFID. "We're going to be seeing more of the RFID-biometrics hybrids in the next year," Michielsen predicts, because the U.S. government has shown an interest in that kind of solution.

The House is seeking a real-time geographic information system (GIS) that would not only provide a 3-D graphical display of the buildings but also show the current position of all individuals within and around the buildings during an emergency. The system should also be able to indicate which individuals have left the buildings and are now in safe locations.

San Francisco - Parents in a northern California public school district and civil liberties groups are urging a school district to terminate the mandatory use of Radio Frequency Identification tags ( RFIDs ) by students. Several civil liberties groups, including the ACLU of Northern California ( ACLU-NC ), Electronic Frontier Foundation ( EFF ), and the Electronic Privacy Information Center ( EPIC ) sent a letter today expressing alarm at the Brittan School District's use of mandatory ID badges that include a RFID device that tracks the students' movements. The device transmits private information to a computer on campus whenever a student passes under one of the scanners. The ID badges also include the student's name, photo, grade, school name, class year and the four-digit school ID number. Students are required to prominently display the badges by wearing them around the neck at all times.

"Forcing my child to be tracked with a RFID device – without our consent or knowledge – is a complete invasion of our privacy," said Michael and Dawn Cantrall. "Our 7th grader came home wearing the ID badge prominently displayed around her neck– if a predator wanted to target my child, the mandatory school ID card has just made that task easier."

"It is dehumanizing to force these children to wear RFIDs, and their parents are rightfully outraged," said Electronic Frontier Foundation senior staff attorney Lee Tien. "We are doing everything we can to support the parents in this fight to protect student privacy."
